About Victor Seltzer

Our mission is to provide services, advocacy and education to underserved communities in the greater NYC metropolitan area. Our main focus is the needs of at-risk youth and homeless individuals. Horizon Hearts has begun providing youth opportunity programming in collaboration with radio and music production studios in the Bronx.
