I am an affordable housing developer, contractor, and consultant with over 26 years of experience. I graduated “cum laude” from Rutgers University Newark with a Masters Degree in Public Administration. My specialization has been public housing administration and affordable housing development. I am also the founder of the Passaic Affordable Housing Coalition, which is an active non-profit community housing development corporation and a former president of the National Association of Housing and Redevelopment Officials New Jersey chapter. I have presented at conferences and workshops on HUD rules and regulation changes, the Rental Assistance Demonstration Program, public housing risk management, maintenance management, procurement and contract management, as well as safety and security at affordable housing sites. As an elected official, I served two terms as a Councilman in the Township of West Orange and was selected by the Boy's & Girls Club as Councilman of the Year in 2012. In 2022, I was honored as the Grand Marshall of the Salvadoran American Parade Committee of New Jersey and in 2007 as the Grand Marshall of the NJ Hispanic American Parade representing El Salvador.
