The Waste Authority is a statutory body comprising five members appointed by the Governor on the recommendation of the Minister for Environment. http://www.wasteauthority.wa.gov.au/Some of the main areas of responsibility for the Authority include:•developing, promoting and reviewing a waste strategy for Western Australia and coordinating its implementation•promoting community awareness and understanding of resource efficiency, waste avoidance and resource recovery•working with local government to coordinate local efforts to prevent waste•administering the Waste Avoidance and Resource Recovery Account•advising and making recommendations to the Minister for the Environment on matters relating to the Waste Avoidance and Resource Recovery Act 2007.The Waste Authority is fully funded through the Waste Avoidance and Resource Recovery Account. The Department of Environment Regulation (DER) provides executive, administrative and contract management support to the Authority. DER also coordinates project specific activities on behalf of the Authority.

Victoria is accountable for the strategic leadership, direction, operational performance and people leadership of the waste, sustainability and energy management businesses. She is a key player on the Middle East Senior Management Team in driving the development of the business, and the Operational Leadership Team in driving performance of the business. She is also responsible for the Project Director role for selected multi and single disciplinary projects, ensuring technical accuracy and quality assurance. Victoria's role has included growing the team and developing waste advisory services, in addition to design development and green building accreditation services, by bringing international best practice and innovation to her clients. In addition to this, she is also taking the lead role in driving joint working between offices globally, using key skills from the UK, Canada, Australia and South African waste management teams to support and win local work where viable, and vice versa, offering her skills to other relevant geographies.

Hyder Consulting is a multi-disciplinary engineering consultancy, with over 4,500 employees worldwide, 700 of which are based in Australia. Victoria was Business Director for Hyder’s WA operations. Her role entailed growing Hyder’s business throughout WA in each sector including transport, property, resources, energy, environment and water. Hyder acquired BCH Engineering Consultants in December 2012. Victoria moved from Melbourne to Perth in December 2012 to conduct the integration of the business into Hyder and capitalise on the local WA presence to grow Hyder’s overall business in the region. Victoria joined Hyder Australia in 2010 as a Senior Waste Consultant. She was soon promoted to lead the national waste team, servicing clients in each Australian State, plus national clients such as federal government, with staff based in QLD, NSW, and VIC. The role entailed business strategy development, team management, project performance, achievement of utilisation and sales targets, winning work, client management, developing relationships internally and externally to provide a full suite of waste strategy and engineering services to our clients. Prior to moving to Australia in June 2010, Victoria was a Principal Consultant in the UK working for AEA Technology. Clients included various Local Governments, Welsh Assembly Government, Waste Awareness Wales, WRAP, DEFRA, ENVIROWISE, NISP and private sector and not for profit organisations. Victoria Project Managed numerous commissions including a survey of Commercial and Industrial, and Agricultural waste collectors (WRAP), conducted a composition analysis for Wales (WRAP), and designed and facilitated a community engagement training programme for Local Government waste and planning officers. In addition she conducted a Single Use Bag Study (updated Life Cycle Assessment) and provided tender support to contractors. She was lead advisor for individual commissions on EMS programmes such as Envirowise (UK), and the Public Sector Waste Management Support Programme (Wales, UK). She conducted audits for Councils, other public sector bodies such as Universities, Schools and National Health Service and private sector companies such as hotels, and furniture retail stores. These audits resulted in the provision of action plans to assist organisations achieve / maintain their ISO14001 accreditation.

Victoria was the first member of Hyder’s UK waste management team based in Wales. She built the Cardiff based team over a 12 month period to 8 staff and supported the wider Hyder UK team growth. She took the lead as Key Client manager for UK-wide government frameworks with the Waste and Resource Action Programme (WRAP) and the Dept. of Environment Farming and Rural Affairs (DEFRA) and for the full portfolio of Wales-based projects, including Strategic Environmental Assessments, Procurement Support, Government policy and strategy etc. Clients included various Local Governments, Welsh Assembly Government, Waste Awareness Wales, and private sector and not for profit organisations. She was responsible for business performance, staff management, team strategy and client management.

Conducted numerous projects for clients such as Welsh Assembly Government, DEFRA, Swansea City Waste Disposal Company and Hampshire County Council. Projects included Municipal Waste Employment Survey, Landfill Site Pollution Prevention and Control Applications, Waste Management Licence applications, waste collection efficiency reviews, dry recyclable Value For Money Study, and Recycling Centre Design and Feasibility Studies.

Victoria started her career as Recycling and Education Officer at Merthyr Tydfil Council, responsible for research, design and implementation of a schools recycling scheme, plus a wider community education and awareness programme. She implemented the schools recycling scheme throughout the council area including round planning and integration of the schools into the domestic collection routes; conducted collection crew training; public awareness raising of waste minimisation, sustainability and recycling schemes; dealt with everyday waste management queries from the public.
