His Bachelor's thesis in 1999 focused on the "Community-Legal Aspects of the Internet: The Information Society". Professor of Computer Law at the Faculty of Law of the University of A Coruña in 1997, he was also a founding partner of the Galician Chapter of the Internet Society (ISOC-GAL) and of the “Association of National Experts of ICT Lawyers” (ENATIC ). In 2000 he was included in the lists of Experts of the European Commission to evaluate R&D Projects related to the Information Society. It obtained the "EuroPriSe Legal Expert Certificate" of the first European Privacy seal sponsored by the European Commission in 2008 and was recognized with the "European Certificate on CyberCrime and e-Evidence" or European Certificate in Cybercrime and Electronic Evidence, also sponsored by the EU. In 2015, he was appointed as Professor of the Master in Digital Law and New Technologies at the University of Salamanca, for the subject of Electronic Signature and Certification Services. In 2017, he received the “10 years connected @” Award on the 10th anniversary of the Professional College of Computer Engineering of Galicia (CPEIG). In 2019, certified as Data Protection Delegate by the AEC under the AEPD and ENAC Certification Scheme. He has published various articles in newsletters and specialized magazines on Legal Aspects of Electronic Commerce, Data Protection, Copyright on the Internet, Computer Crime or DNS regulation, among others.
