I started The Law Firm of Virginia B. Evans, PLC in September 2017 to provide legal advice to clients involved health law matters. My practice ranges from the representation of health care providers who need expert compliance advice and regulatory compliance guidance, or help with contractual matters and non-competes, to the representation of individual, group and institutional providers under investigation by government agencies, have received document requests, Civil Investigative Demands or subpoenas, or need help dealing with Medicare, Medicaid and other health care benefits program requirements. As Vice President, Chief Compliance Officer at Centra Health, Inc., I had primary responsibility for the health system's Compliance Department and Corporate Compliance Program. This involves managing the Compliance Department, and designing and implementing the Corporate Compliance Plan and Centra Code of Conduct and Business Ethics. I worked closely with the President & CEO and the Centra Board as we addressed compliance, legal and regulatory issues throughout the entire system. Centra has four hospitals, several ambulatory care facilities, skilled nursing and rehab facilities, a large physician practice, the Rivermont school system, and a clinically integrated network. Centra also recently purchased a health care benefits plan, the Piedmont Community Health Plan. I had compliance oversight of all entities within the system and conduct an annual Compliance Risk Assessment followed by an Audit Work Plan to address specific compliance risks. I am a subject matter expert on Stark and Anti-Kickback issues. I used this expertise to help the system avoid legal and regulatory risk. I handled negotiations with regulators and repayments to federal and state health care benefits plans. I reported directly to the President & CEO, and to the Audit & Compliance Committee of the Centra Board. I worked with outside counsel to conduct internal investigations under privilege and negotiate settlements.

I represent clients in civil, criminal and administrative health care matters, help clients with compliance issues, conduct internal investigations and assess risk. I conduct internal investigations, defend health care clients; including physicians, practices and health systems. As Chief of the Civil Division, I handled civil and criminal health care fraud cases, False Claims Act cases, financial litigation, managed the Civil Division, litigated medical malpractice and employment discrimination cases, handled preliminary injunctions, and other civil matters. I managed the Health Care Fraud Working Group and over a fifteen year career, had numerous criminal jury trials including health care fraud, financial institution fraud, income tax evasion, racketeeting, FDA offenses, mortgage flipping, drug diversion and trafficking, igovernment contracting fraud, mportation and money laundering. I argued cases before the Fifth Circuit Court of Appeals.
