Responsible for the $1 Billion wastewater capital construction program for Broward County’s regional water and sewer utility. Created and managed scope, budget and schedule for all projects. Directly responsible for consultant solicitations, selection process, and negotiation of agreements. Conduct direct negotiations with federal, state, and local regulatory authorities for acquisition of, and adherence to, all environmental permits. Direct responsible charge for Design Management and Construction Management for all projects.Selected Accomplishments:• Implemented the first design phase of an anticipated $900 Million utility expansion to address regulations eliminating open ocean outfalls. Jointly developed strategic options that will save Broward County approximately $540 million.• Successfully argued and defeated a $10 Million contractor claim. Provided extensive research and discovery to the County Attorney’s Office, participated in the formulation of defense strategies, and resided as chief defense witness for the County both as the Person with Most Knowledge and as the County’s Corporate Representative for all depositions. • Negotiated a $20 million design/build contract with Chevron Energy Solutions for a waste-gas cogeneration facility for the North Regional Wastewater Treatment Plant which will curtail the plant’s energy demand by more than 30% (approximately $1.16 million/year) and achieve 25% of the entire County’s goal for reduction of greenhouse gas emissions.

Responsible for the $133 million wastewater capital construction program for a regional water and sewer utility. Provided engineering oversight and construction management for all capital projects. Selected Accomplishments:• Led the design and construction efforts for various process improvements and facility renovations necessary to expand an existing 80 MGD (annual average flow) wastewater treatment plant to a 100 MGD facility, as well as all other necessary improvements to the Regional Wastewater Transmission and Treatment System. • Broward County Utility representative for the joint utility task force FACE (Florida Area Coastal Environment) program. The FACE program, jointly with NOAA, developed a robust series of long-term experiments designed to identify, catalog, and study anthropogenic discharges in Florida’s Coastal Ocean and adjacent water bodies. • Provided direct supervision and project management for various scientific studies related to utility treatment plant operations and their environmental impacts. The subsequently published research includes discourses on a full-scale biological nutrient reduction pilot, projected carbon footprint for newly promulgated effluent disposal rules, and the anthropogenic inputs of nutrients and microorganisms related to open ocean outfalls.

Responsible for the inception and development of the $100 Million capital improvement and planning program for the newly constructed facilities of the $3.5 Billion Boston Harbor Project – A project to construct a new 1.2 Billion gallon-per-day wastewater treatment plant on Boston Harbor. Selected Accomplishment:• 2002 National Environmental Achievement Award: Association of Metropolitan Sewerage Agencies (AMSA): Facility Asset Management ProgramDeveloped and initiated (1996 – 1999) a comprehensive asset management program for a regional utility serving Boston and 60 metropolitan communities (2.5 million people). Key elements of the program included comprehensive maintenance planning, development of a predictive maintenance program, and substantial auditing and repopulation of a computerized maintenance management system (Maximo) with requisite data QA/QC. The program ultimately received a National Environmental Achievement Award in the Operations category from the Association of Metropolitan Sewerage Agencies.
