The mission of the California Department of Corrections and Rehabilitation (CDCR) is to facilitate the successful reintegration of the individuals in its care back to their communities equipped with the tools to be drug-free, healthy, and employable members of society by providing education, treatment, and rehabilitative and restorative justice programs, all in a safe and humane environment. Mr. Behl manages finance and accounting for CDCR with a total funding of $14.5 billion with 32 adult institutions and organization size of over 65,000 employees. Mr. Behl provides consultative and advisory expertise to Executive management on the budget development processes for the Department, including the preparation of budget change proposals, schedules, and budgetary reports. The position also represents the Department with external agencies on major fiscal policy issues. Mr. Behl administers the Department’s financial resources and uniform implementation of departmental policy and procedures through the Fiscal Services staff relating to budgeting, accounting, vendor reimbursement, and fiscal systems. Mr. Behl represents the Department at legislative budget hearings and with representatives of the Legislature, Auditor General’s Office, Legislative Analyst’s Office, Department of Finance, Department of General Services, and other public and private agencies on budgetary related matters.

Vinay Narjit Singh Behl, serves as the Comptroller and Chief Financial officer of CA Department of Water Resources (DWR) , manages a $ 14 billion budget and directs the activities of the Budget Office, General Accounting Branch, Enterprise Accounting Branch, Financial Analysis and Risk Management Office and Administration/Out of State Travel and Master Data Office. Mr Behl directs the long term financial planning of the State Water Project (SWP). SWP is the one of the largest water supply projects undertaken in the history of water development and encompasses a complex of dams, reservoirs, pumping facilities, power plants, aqueducts and pipelines owned and managed by the state. Further, Mr Behl directs along with financial advisor, bond counsel, and state Treasurer’s office, revenue bond sales in order to provide the financing to meet the construction requirements of the SWP. Mr Behl manages the outstanding debt of the department to ensure lowest cost of borrowing and maintain an efficient debt portfolio. Mr Behl also works closely with water contractors to ensure that revenues paid to the department are sufficient to maintain financial integrity of SWP.

In this role, Mr Behl is responsible for formulating financial strategies for organic and acquisitive growth. In addition Mr Behl leads financial planning, analysis and reporting. In line with ADS’s resolve to provide exceptional patient care Mr Behl leverages predictive analysis and practice management systems to support dental organizations. Mr Behl will manage contracting/acquisition strategy to governance processes and risk management in his new role. Mr Behl will bring in fiscal discipline and focus on levers within our control to manage the pace of spend while still ensuring and supporting growth. Mr Behl will bring in disciplined execution of various growth strategies as we execute road map to a national dental services organization footprint. In addition, Mr. Behl held official positions as advisory board member on Performance and Accountability committee composed of 8 members selected nationwide of American Institute of Certified Public Accountants (AICPA) tasked with recommending performance improvement . He served on a number of boards of multinational companies operating around the world engaged in software application development to real estate development. Mr. Behl has specialized experience in audit and risk governance by virtue of holding positions as Enterprise risk global team member of the executive management.

Responsible for the organization, execution, and coordination of budgetary, accounting, and financial activities and reporting for the Area, throughout California and Hawaii.Vinay Behl headed the Division of Finance and Accounting Service (DFAS) of one of the operating divisions of U.S. Department of Health and Human Services (DHHS) for states of California and Hawaii for over five years. As the Chief Financial Officer, Mr. Behl was the senior official responsible for audits, evaluations, investigations, compliance initiatives, and enforcement efforts to combat fraud and abuse in healthcare programs in over 100 hospitals and clinics administered by HHS. He led an independent and objective organization of professional staff members dedicated to promoting economy, efficiency, and effectiveness in HHS programs in states of California and Hawaii.
