Vincent Duchêne, PhD, has more than 20 years experience in the field of Science, Technology and Innovation (STI) policies, and more than 10 years experience in industrial policy.After having obtained his PhD in Economic History, he worked from 1999 until October 2001 as policy advisor at the ‘Flemish Institute for the promotion of Innovation through Science and Technology’ (IWT-Flanders), where he got involved in various international benchmark studies on Science, Technology and Innovation (STI) policy, as well as in cost-benefit analyses of public support to high-tech companies. From November 2001 until October 2007, he worked as economist and policy analyst at the European Commission (DG Research), where he was responsible for the development of Science, Technology and Innovation indicators and some major activities related to the monitoring of Member States’ STI performances. He was also involved in the monitoring and evaluation of Member States' policies and policy reforms in the context of the revised Lisbon Strategy. At Idea Consult he is since 2008 involved in monitoring/evaluations of -and studies on- STI policy and policy tools at both the regional, national and European level. He led some ex-post and mid-term evaluations of FP6 and FP7. He recently led studies on industrial competitiveness based on value chain analysis. In 2013, he also supported various EU regions in Belgium, France and Turkey in the context of the revision of their regional innovation strategy according to ‘smart specialization’ principles. He regularly coaches cluster organizations for the revision of their strategy and instruments’ portfolio. Since early 2015 he is heavily involved in the 'Vanguard Initiative' as Manager of a network of 23 regions for the identification of demoinstration projects in 3D-Printing.Since 2010, Vincent is also reviewer for “Science and Public Policy”.
