About Vincent Van Malderen

With over 20 years of experience in Human Resources, Personnel, and Organizational Development, I am currently the Managing Director at Poolstok. I lead a dedicated team of thirty-five professionals who bridge the gap between the Personnel & Organization needs of the public sector—serving over 650 clients—and delivering high-quality HR solutions and organizational advice from the private market, collaborating with more than 70 private suppliers.Before joining Poolstok, I served as the Product & Innovation Manager at Selor, where I implemented Selor’s product and innovation strategy. In 2015, I co-founded Be Badges, Belgium’s pioneering online platform designed to enhance talent mobility using Mozilla’s Open Badges technology. Be Badges was recognized with the Innovation Award at the 2016 E-gov Awards.I am passionate about evidence-based HR, strategic change, and the intersection of people, innovation, and technology (& thus also AI). My interests span social and public innovation, product management, science, I/O psychology, and data-driven decision-making. I am also an enthusiastic public speaker and lecturer. Outside of work, I have a deep love for music—both active and passive—, books, movies, and exploring Italy and the UK, and I enjoy running to stay active.

    Be Badges – An Online Platform for Increasing Talent MobilityBadges: the open digital credentials for online learning & getting recognition for skills and achievements: http://openbadges.orgSelor is responsible for the recruitment of (mainly) Belgian civil servants (approx. 100.000 applicants are screened on an annual basis). Selor’s screening model has been implemented to deal with large numbers in an efficient way. Candidates first have to pass a generic PC-based testing module (Module 1). In a second module specific competencies are measured via assessments. Given the large number of applicants, many candidates are tested positively on competences without necessarily ending up in the final vacancy list. In order to fully exploit this potential, Selor decided to let candidates re-use their test data with all stakeholders (public/private) at no cost, using Mozilla’s ‘Open Badges’-technology. E.g. Selor delivered 7.640 language certificates in 2014 & 37.492 ‘Module 1’-certificates since 2012. Selor urges its stakeholders to share their own data as well. In order to facilitate this exchange Selor created the Be Badges platform for three types of users:- Earners (employees, job seekers, ...) 'earn', receive and manage their badges in the Belgian Badges platform- Issuers are organizations (e.g. companies who issue certficates in any way) that can use the platform to easily create, design & issue Badges- Displayers are organizations that want to integrate (open) badges in their processes By offering this digital platform – and with the possibility to easily share digital certificates - talent mobility on the labour market will be increased.
