I came to CACI to take on a portfolio management role with Profit & Loss responsibility. In this role I ran a multi-million dollar portfolio of electronic warfare, signals intelligence, and software products in addition to a few small services contracts. This was a brief but busy tenure, highlighted by synchronizing Line with Business Development and capture on an $850 million contract while minimizing the effect on current work in execution while simultaneously maintaining and expanding on-contract growth. Roughly a year into the position, a corporate re-organization decision drastically changed the structure of CACI and the role of the Austin office within it. Corporate leadership offered me a role in Business Development to help with some problems they were having in that sector and incentivized me to make the move, so I left P&L for the Business Development world in CACI.

Vinny Watson Consulting provided expert advice to companies in program management, product development, government contracting, and defense acquisition processes. We assisted in proposal drafting and review, business development, and helped companies target government agencies with funding by expert analysis of the Federal budget. We also offered market analysis and expertise in non-government markets.

River Enterprises was an experimental cell stood up within a venture capital portfolio heavily vested in frontier technology - artificial intelligence, virtual reality, augmented reality, space systems, advanced computing, and 3d printing. The vision was that a cell of experienced, successful leaders and managers could take over failing companies and turn them into successful ventures, since the venture capital portfolio's vetting techniques for potential market were so reliable. The cell would also leverage its experience to help prevent young leaders and managers with brilliant ideas and engineering support from failing due to corporate execution. I was specifically recruited as the experienced leader with extensive experience leading high tech programs and portfolios, in addition to my experience with government contracts. The cell was successful in most regards, but the venture capital portfolio itself faltered. It was a great experience, but shutting the cell down was the correct thing to do for the portfolio at the time. I learned a lot, helped a lot of people, and continued to work with some of them for some time.

Provide expert opinions on military communications, signals intelligence, strategic management, and Department of Defense budget and acquisition issues.

Project & Program Management. Led a team in the development of requirements for the U.S. Navy's next generation signals intelligence system and transition it from a project into a program. Teamed with numerous operational commands, program offices, systems commands and other government agencies to ensure all Navy stakeholder requirements were captured. Implemented an effort to open the system architecture on the predecessor system software for release to industry to maximize competition for the new system. Portfolio Management. Filled in as the Information Operations Portfolio manager when he was temporarily assigned elsewhere within the organization - simultaneously managing SPECTRAL. Managed a portfolio of six programs and projects for four months. Led the team through the 2017 budget cycle. Developed and implemented a methodology of mapping program budgetary requirements to Presidential, Department of Defense, Joint Staff and Navy combatant commander requirements for the portfolio. This method yielded just under a third of a billion dollar increase in the President's Budget submission to Congress for Fiscal Year 2017. Applied portfolio management across Army, Navy and other government agencies using common contractors to optimize performance for the Government vice individual government efforts.

Program Management. Led a team of 40 government, contractor and military personnel in the initial deployment of the Navy's newest afloat network. We led the transition from the R&D phase to the production and fielding phase of the program, interfacing with myriad project managers and product users & operators around the globe to smooth the delivery process for a new and complex information technology system.

Portfolio & Project Management. Managed the Department of the Navy's Electromagnetic Spectrum and Data Transportation Requirements portfolio, consisting of over 44 programs and projects valued in excess of $7.4 billion. Led a military, government civilian and contractor support team of 17 personnel in the development of the Department of the Navy's budget for the portfolio. Designed and implemented portfolio metrics based upon end-user requirements to balance the budget within constantly changing budgetary controls, while teaming with program, project and portfolio managers to balance requirements and funding to maximize portfolio performance.

Program Management. Led a team of over 35 managers (military, civilian & contractor) in running the Ship Signals Exploitation Equipment Increment F program, valued at over $2 billion over its life cycle. Took the program from the Engineering & Manufacturing Development stage through its Operational Testing. This was an intense software development effort on commercial, off the shelf equipment. We put a significant focus on software, product and factory acceptance testing with resulted in a fielded prototype that made significant contributions to strategic & tactical signals intelligence. Initial production models continued that trend and passed independent evaluation by the Navy's Operational Test & Evaluation Force. These systems are still fielding aboard surface combatants today.

Project and Facilities Management. Senior officer for the Space and Naval Warfare Systems command in the Middle East region, spanning from Djibouti to Afghanistan and the Seychelles to Iraq. Interfaced heavily with military and other government agency customers and contractors to meet command & control communications, computing, and intelligence requirements for the Middle East region. Projects ranged from ship modernization & voyage repair to facilities management, modernization and construction in multiple countries to constructing and embarking tactical operations centers onto Iraqi oil platforms in the Arabian Gulf.

Project Management. Managed the cost, schedule & performance of ship modernization projects for Naval surface combatants. Led efforts to transition from a firm-fixed price to a cost-plus contracts paradigm for ship repair and modernization projects. Executed multiple ship repair and modernization projects ranging in value from $3 million to $45 million each, with multiple different contractors operating under different contracts.
