Directs the development and implementation of a comprehensive capital oversight program for the Regional Transportation Authority (RTA) and Service Boards to ensure that capital projects are executed efficiently and effectively, including performing technical reviews and engineering assessments of major transit design, construction and procurement projects within the capital program. Directs the implementation of the Rail Safety Oversight Program for the CTA’s rapid transit system as required by the FTA State Safety Oversight Rule 49 CFR Part 659 and MAP 21 regulations to ensure a safe and secure transit system. Prepares and delivers reports and presentations to the RTA Board of Directors, management and staff; counterparts at the Service Boards, local, regional and national governmental and planning agencies and other public transportation related entities.
