Virgil joined the Canadian public service in 2022 through the Recruitment of Policy Leaders programme, coming from a technical leadership background in international non-profit organizations. In his prior roles he led the establishment and operation of teams serving core organization functions for planning, accountability, research ethics governance, and evaluation of social impacts. He has also played the lead role for relationship management with stakeholders and financial partners. He was responsible for establishing research production hubs and played a leading role in novel areas of research relating to digital harms, privacy and responsible data management, and policy responses to transformative technology.His work on digital transformation and analytics systems in large multinational organizations was a driver for organization automation of quantitative measurement of social impact and operational effectiveness. In this role I have developed numerous new project development and management tools as well as organization policy documents and supported building the capacity of my national staff while using their talent and subject expertise at every opportunity. In my work I have helped the organization weather challenging times and pushed it's strategic growth into more sustainable types of humanitarian response, aiming to reduce the risk of aid exhaustion, market dumping, inflation, and apathy inside Syria. Through example of these successes I continue to lead all programmatic matters in the largest Syrian NGO responding to the humanitarian crisis in Northern Syria, directly aiding approximately 700,000 vulnerable people in the year 2015 alone.During my work with Syria Relief I enabled the organization to work as a subcontractor for UN Agencies FAO and OCHA and enter new partnerships with Save the Children, World Vision, Global Communities, ACTED, Relief International, CARE, and others and wrote successful grant proposals to OFDA, DFATD, and others.
