Position involved writing procedures for and setting up warehouse operations for new space flight facility.

Primary Purchasing Agent for government contracts, both Conus and Oconus, buying a variety of commodity items, many on an expedited basis. Set up contract files to comply with government and contractual requirements. Support purchasing for Occupational Health Facility at Kennedy Space Center.

Acted as lead for the Purchasing Department; lead Purchasing staff in day-to-day operations. Assume management duties in absence of Purchasing Manager. Responsible for a variety of large dollar, complicated procurements, in addition to advising subordinate buyers on file construction, commodities, vendors, and policies/procedures. Procurement representative on computer system integration project. Advise subordinate buyers on FAR compliance.

Responsible for day-to-day operation of Purchasing department; supervision of ten (10) direct employees. Lead the Purchasing staff in professionally dealing with procurement actions at all dollar values. Interact will all levels of management in matters concerning Purchasing policies and procedures, and specific Purchasing concerns. Coordinate computer interface requirements with all supporting and coordinating organizations. Maintain, update and create ad hoc reporting for Purchasing, Subcontracts and Contracts departments as required. Ensure compliance with FAR requirements and the Procurement Guide and provide training and direction to the Purchasing staff in these matters. Participate with the department VPP efforts as a member of the Safety Committee. Create metric reports for the Purchasing department and maintain on a monthly basis. Procurement representative for major system conversions from KIMS to MAXIMO IIMS.

Advertise/award and administer contracts for high-dollar capital expenditures and othersubcontract efforts including lease agreements and repairs. Contracts unsupervised except in final phases. Review/audit contracts placed by subordinate buyers and approve up to signature authority level. Advise/train subordinate buyers and clerks on correct procurement policies/procedures. Responsible for work assignment to subordinate buyers and acts as section supervisor in absence of purchasing manager. Act as department liason in efforts to transition to new computer systems involving logistics, procurement and finance.
