Current• PROJECT/PORFOLIO MANAGEMENT: Oversee multi-million dollar federally funded infrastructure projects across Central Florida cities and counties from inception to completion.• Successfully managed all lifecycle phases for the renovation of water reclamation treatment plants for the City of Orlando.• Lead preconstruction and bidding process, assess technical and business requirements, and conduct project scope analyses.• Develop and implement Procurement Plans sourcing projects according to bid document requirements, from minority business participation to qualified suppliers. • Develop and implement Risk Management and Quality Assurance plans conforming with government contract provisions. Perform project control, validate scope by client, and closeouts.• Conduct Scrum daily stand-ups and by-weekly sprint meetings to accelerate the implementation of City building code compliance policies in collaboration with engineering teams.• STRATEGIC MANAGEMENT: Lead monthly meetings with the company owner to analyze financials and evaluate projects’ performance with respect to the operating budget. Present findings and actionable insights related to key performance indicators, and projects’ funding in connection with utilization of lines of credit. Advise on opportunity cost for government project selection criteria to balance projects’ portfolios.• Applying continuous improvement to integrate in-house and third-party estimation and pre-construction services, streamlining the bidding process.• KEY ACCOMPLISHMENTS: The new strategies devised for project criteria selection and operational project management impacted business increasing sales revenue 35% in the period of 2021-2023 overcoming the impact of COVID-19 on internal operations.• Engage with law enforcement agencies and the administrative office of the mayor to ensure compliance and support for infrastructure projects with the City of Orlando and Orange County Capital Projects division.
