The Local Government Division (LGD) partners with local governments, nonprofits, and others to strengthen the ability of all forms of local government and community-based organizations to fund and develop critical services to their citizens. The division provides leadership in local government finance and statewide infrastructure initiatives that help create and retain jobs. We also provide grants, loans, and planning and technical assistance to local governments for community development needs, infrastructure improvements, and economic development opportunities.As a Commerce Specialist 3, I provided statewide technical assistance to cities and counties on planning and implementation for middle housing under the Growth Management Act. The role included review of local municipal code and comprehensive plan update drafts from cities and counties across Washington State, and administration for Middle Housing Grant funding and accounting. ● Review and documentation of draft municipal code and comprehensive plan updates from cities and counties, focusing on elements responding to housing bills 1220 (HAPT Planning Tool), 1337 Accessory Dwelling Units, and 1110 Middle Housing.● Administrative management of Middle Housing Grant contracts and contract deliverables to fund cities and counties in implementing updates required by recent legislation.● Invoicing and accounting - review, authorize, and process payment requests. ● Used the Contract Management System (CMS) and Smartsheets app to track contract budgets, expenditures, balances, and reimbursements, and to submit invoice payments. ● Created Smartsheet tracking templates for policy review tracking● Created matrix data analysis to track local adoption of middle housing bill requirements within city and county municipal codes and local policies. ● Collaborated with senior department members to publish guidance on the implementation of recently passed middle housing legislation.
