Technical management of the modernization initiatives of Washington Metropolitan Area Transit Authority’s SmarTrip® program.• Integrated Cubic’s Tri-reader4 with 3rd party gate supplier to upgrade turnstiles across 98 rail stations. Collaborated with various stakeholders to design, integrate, test and transition all Metrorail stations. • Architected a solution that integrates the Cubic’s Bus Validator3, Driver Control Unit and GenFare’s FastFare farebox to upgrade the WMATA Bus fare system. Real-time communication with the central system utilizes the bus onboard cellular modem as well as the bus garage WiFi infrastructure.

Led a geographically distributed, cross functional, matrix organized technology team to develop, transition and maintain public transit automated fare collection (AFC) platforms for city and state transportation agencies. • Managed the technical delivery of Southeastern Pennsylvania Transportation Authority (SEPTA) Key 1.0 account based system. Transitioned the system through multiphase upgrade of bus & rail operations. • Led the operation and maintenance of SEPTA’s Key 1.0 account based system comprising of customer website, CRM application, IVR, station kiosks, and fare payment equipment installed on regional buses & rail stations. Accountable for compliance against key performance indicators (KPI) and system availability. • Coordinated reviews/meetings to deliver status reports, address technical debts, propose solutions and technical analysis in settings comprising of SEPTA technical, operational and program office stakeholders.• Architected solutions for business development initiatives, authored technical proposals, delivered presentations and coordinated partnership opportunities with solution providers.

Technical Manager for the WMATA Regional SmarTrip® Nextfare automated fare collection system. Managed new initiatives, enhancements, established priorities, and coordinated activities across regional operators. • Transitioned four regional fare products from paper magstripe fare media to SmarTrip® card, eliminating paper media usage, improving cost efficiencies and regional SmarTrip® card penetration.• Spearheaded the implementation of Auto Reload program that allows automatic charging of the transit user linked credit and debit bank card for loading funds to their SmarTrip® card. This program enabled 42% of online sales to transition to automatic billing, significantly improving customer convenience.• Led all aspects from inception to commissioning of 200 self-service SmarTrip® card dispensing machines across 98 Metrorail stations. Coordinated integration, testing, acquirer bank certification and transition.• Transitioned 3rd party managed fare media internet store in-house to achieve $60k annual bank processing fee savings. Integrated SmarTrip® system with USPS for billing address verification & standardization.

Solution Architect and technical delivery manager of the innovative regional open payments fare collection pilot program for the New York City Transit and New Jersey Transit, instrumental in the evolution of contactless EMV open payment systems in the US transit market space.• Architected an online account based regional transit fare collection platform serving 350 regular & express buses, 84 subway turnstiles, and 13 PATH stations with capability for trip products, calendar and rolling passes, transit purse, and Pay-As-You-Go processing linked to Citibank issued contactless EMV cards.• Collaborated with MasterCard & Citibank to implement real-time validation of contactless EMV bankcards used by transit patrons at subway turnstiles and buses against a central host over Verizon cellular network.Transitioned the account based New York City Transit EasyPay MetroCard Fare Collection Program and migrated 10 years of account and ridership data within12 months.

Developed and transitioned electronic toll collection (ETC) systems for several transportation agencies that processed over 10 million rides a day, settled more than 6 million dollars daily, and managed 7 million accounts via an integrated website, CRM application and IVR system.• Architect of ACS’ Open Road Tolling system installed at New Jersey Turnpike and video tolling system installed at Maryland’s MD200 toll road for collecting EZPASS fares at highway speeds. • Development lead for a technology refresh initiative that replaced Open VMS and RDB database with Linux and Oracle database resulting in improved system throughput and architectural efficiencies.• On two separate occasions, led disaster recovery efforts to restore ETC production systems within 72 hours with no loss of financial data and met performance SLA goals.• Managed operation and maintenance of 4 ETC systems requiring high availability. Created KPI tracking tools & improved operational efficiencies by implementing tiered monitoring structures.• Executed supervisory tasks, created work load plans, technical management, employee appraisals and staff recruitment activities

Led the design, development and maintenance of a real time electronic toll collection roadside product to collect cash and EZPASS tolls. This product was installed at tolling points of several transportation agencies including Maryland, South Carolina, Delaware, and Port Authority of NY and NJ. The application was integrated with laser and induction sensors, RFID readers, license plate capture systems, and optical character recognition systems to detect, profile, and image vehicles with high availability requirements.
