• Conceived, designed and managed the development of the NYC Water Demand Management Plan, a citywide Water Demand Management Program and strategies in preparation for the shutdown and repair of the Delaware Aqueduct, which supplies 50% of NYC water. This program is aimed to reduce NYC water usage by 5% or 50 million gallons per day. • Led a technical team which designed a voucher-based Fixture Replacement Program. • Developed a program to retrofit fixtures at municipal properties. This includes work at 500 schools, 400 parks sites, 7 universities, and affordable housing facilities. • Created a partnership with the NYC Hotel Association NYC Restaurant, Mayor’s Office of Long-Term Planning and Sustainability, NYC and Company and 12 largest hotels, and 30 restaurants in NYC to develop conservation strategies and reduce demand by 5%. Partnered with the Alliance for Water Efficiency, US EPA Water Sense Program in providing workshops and guidance. • Led legal and technical teams in updates of the NYC Drought Rules and Plan. Conducted a study to identify necessary changes in lawn watering frequencies, large water users, and emergency rates. Led a technical team to conduct a Water Shortage Rate Study.• Developed departmental Water Demand Projections based on Automated Meter System and billing system data for sizing for future facilities, rate settings, and various planning studies. Managed a study to enhance the Water Demand Projections, both in-city and wholesale customers, by incorporating weather, climate change, and projected efficiency. • Hired and mentored talent.

• Managed development of an award winning NYC Green Infrastructure Plan. Developed the underlying cost-benefit analyses to transition NYC’s approach in dealing with Combined Sewer Overflow stormwater to sustainable green infrastructure strategies. The plan resulted in a new program supported by the Mayor, initially securing a 187 million dollar budget. • Worked with the Mayor’s Office of Long Term Planning and Sustainability to develop the Sustainable Stormwater Management Plan. Provided mapping and analysis of citywide stormwater water savings based on available and piloted stormwater strategies.• Built a Demand Model using customer billing data. Developed methodologies for data cleansing and loading into Geospatial software. Supported water demand planning inquiries in the Rate Study, Water Distribution Modeling, Long Term Control Plans, and Rate Settings. • Headed a Geographic Information Systems unit within the bureau. Collaborated with various Mayoral and city agencies in collecting and centralizing the most current planning data. Managed staff. Produced supporting mapping, analysis, and policy related to GIS and data management.

• Analyzed the unit’s processes, projected potential workloads and upcoming policies. Developed recommendations on how to streamline the application and review process. Developed a web based application to track and assign projects. The analysis resulted in creation of Mayor’s Office of Environmental Remediation. • Managed two high-priority residential developments and the Gowanus Pumping Station through the environmental review process in the Gowanus Canal area of Brooklyn. Coordinated reviews of air and noise, natural resources, and hazardous materials chapters on behalf of DEP with the Mayor’s Office and other government agencies. • Developed administrative and engineering controls for hazardous sites. Completed over 50 projects, which resulted in redevelopment.

Developed course following a study of relevant environmental regulations, case law, guidance and policy related to the environmental review process. Taught data gathering tools and techniques commonly used in professionally prepared environmental impact statements. Engaged students in the public review process of existing projects.

• Coordinated environmental review, and consensus building in a diverse group of stakeholders for the UNDC proposed new building on existing parkland. Scheduled meetings, assisted in drafting Board of Directors presentations, public review presentations, conducted research, and stakeholder coordination. • With Parsons Brinckerhoff, developed several quantitative analyses for the Environmental Impact Statement.
