    Dissertation topic: "STRATEGIC PATH TO FISCAL SUSTAINABILITY: REVENUE DIVERSIFICATION AND THE USE OF DEBT BY U.S. MUNICIPAL GOVERNMENTS"My recent research effort concentrates on municipal governments, constrained by their position at the bottom of the fiscal chain, and the use revenue diversification as a strategy to enable borrowing and to maintain their fiscal capacity in the long run. A diversified revenue structure tends to stabilize revenue levels by balancing income-elastic and inelastic revenue sources. Since it is well known that debt payments are fixed in the short run, they require sufficient revenue adequacy through economic highs and lows. It could therefore be argued that local governments with more diversified revenue structures are better able to utilize debt financing since revenue diversity mitigates the risk of borrowing by providing for greater fiscal predictability in the long run. My research design proposes to test this hypothesis on the two samples - a large sample of cities in Massachusetts from 2000 through 2009, as well as a cross-state sample, encompassing cities from the majority of the U.S. states. While the first sample provides an opportunity to explore the relationship between revenue diversity and debt over time, capturing potential “feedback loops” between variables, the cross-state comparison allows for inclusion of state-imposed institutional constraints as determinants of the government debt.Greater methodological significance of this work is in development of an analytic framework that incorporates both municipal government debt and revenue diversification, using a prism of institutional and fiscal interactions, with a potential to explain strategic patterns of government borrowing and revenue structures at any level of analysis.
