Purchasing Specialist - Port Authority Transit Corporation (Patco)
CurrentStewardship. Service. Community.Research product history and process requisitions for all goods and services requested by clients; and properly translate client requirements into specifications for competitive bidding purposes. This includes PA and NJ state contracts, GSA pricing and the competitive bid process. Factors in lowest cost, insurance, previous and current responsiveness of vendor in meeting specifications in choosing the method that is in the best interest of the Authority. Verifies vendor against government listings of approved vendors.Analyze, evaluate and make award recommendations based on competitive prices and specification compliance to determine award to the lowest, responsive, responsible bidder. Prepare formal invitation for bid documents and other required exhibits. Involve requesting manager and determine the lowest, responsible bidder to ensure compliance with the Authority’s insurance requirements. Process all documentation required to award bid.Execute procurement contract agreements on behalf of the Authority. Support and execute FTA and Grant funded procurements. Provide contract administration for DRPA/PATCO Annual Goods and Services contracts including monitoring vendor performance, ensuring appropriate billing and payment schedules and monitoring vendor insurance compliance.Contact, solicit and receive informal quotes from appropriate vendors in accordance with all purchasing procedures, DRPA By-Laws, code of ethics, administrative regulations and vendor diversification program.Reach out to departments, troubleshoot and resolve problems and issues arising from purchase of services, supplies and equipment while negotiating the Authority’s interest.Process emergency orders for goods and services.Adhere to the Authority’s Office of Business Development & Equal Opportunity VendorDiversity Program by utilizing a procurement database which links goods and services with applicable vendors.
