Vince has spent his career managing Human Resources and Human Capital Management with both public and private sectors, specializing in Labor & Employee Relations, Staffing, Recruitment, Training and Employee Development, Labor Law, EEO/Affirmative Action Programs, and Safety. He has been a Lead member of Labor Management Teams and Chief Negotiator. His experience comes with over 35 years primarily with the Federal sector. Along with his experiences, he was elected to the position of President, National Association of Government Employees Union, SEIU. He administered 7 Labor Management Collective Bargaining agreements. A population consisting of over 2000 employees and with a geographical area throughout the Sate of California, along with lobbying at the Washington D.C. level, meeting with Congressional leaders from both Senate and House of Representatives. Because his wealth of experience and knowledge, he was appointed as a Committee member of: Strategic and Planning, Executive Steering and Command Staff, and Consolidation/Regionalization member of all Personnel/Logistics and Policies issues for implementation. Coordinator/Member for Naval Facilities Engineering Command, Inspector General Inspections, Human Resource Management, EEO Member, Safety, Training and Labor Relations. His experiences has led him to devote his time to coaching, mentoring, and counseling senior and junior staff in all arena’s as it relates to Human Resources and Human Capital Management. He is a Trained Navy Federal Mediator, and EEO Investigator, In his addition to his many experiences, he also held the position of Senior Program/Project Manager for the Naval Construction Battalion Center (Seabees), military construction (design/build) involving funding of Millions Dollars projects. His experience ranges from architectural design, Local Area Network, Interior/exterior, and final approvals for project completions.
