- Led the Attorney General’s Office of Medicaid Fraud and Abuse which is responsible for thestate-wide investigation and prosecution of alleged fraud by Medicaid providers as well as theabuse, neglect, and/or exploitation of adults in healthcare, long-term care, and room and boardfacilities. Led and managed multi-disciplinary staff of attorneys, auditors, health care dataanalysts, and sworn law enforcement officers.- Ensured compliance with national, state, and office-level legal, regulatory, and reportingcompliance while maintaining an active civil and criminal case load.

Oversaw every aspect of the statewide operations of two federally mandated governmentprograms with approximately 1,200 full time and full-time-equivalent staff and a budget ofapproximately $110 million. The two programs were: - The Division of Child Support Enforcement - The Division of Disability Determination Services2.) Reviewed and approved the Department’s: - Legislative, budgetary, regulatory and policy proposals and testify about thoseproposals before legislative committees. - Biennium budget proposals and the annual federal Social Security Administration(SSA) spending plans, including the review, approval, and adjustment of operationalbudgets for 120 individual County Attorney Child Support Enforcement offices. - Contracts, Memoranda of Agreement (MOA), and Memoranda of Understanding(MOU) needed by the Department to support program-specific operations.

- Provided leadership and managerial guidance to some 400 staff in two offices on all functionsand programs associated with the Division of Disability Determination Services, whichadjudicates and processes appeals for 85,000 to 100,000 Social Security Disability claimsannually.- Reviewed and approved the Division's annual federal Social Security Administration spendingplan of approximately $53 million.- Secured increased budgetary appropriation for Kentucky's Cooperative DisabilityInvestigation Unit, which is responsible for the interdiction, investigation, and prosecutorialreferral of Social Security Disability fraud.- Reviewed and approved all contracts, Memoranda of Agreement (MOA), and Memoranda ofUnderstanding (MOU) needed to support the Division’s program operations.- Led a six-month-long multi-disciplinary research team conducing a 35-year retrospective studyof the Social Security Disability program's socioeconomic impact on Kentucky, culminatingin the publication of Social Security Disability in Kentucky - 1980-2015 - The Evolution of Dependence.The study and companion narrative are the first of their kind ever undertaken or published byan individual state. The project culminated in the development of a comprehensive SocialSecurity Disability reform proposal which was presented to the White House Domestic PolicyCouncil and the Commissioner of the Social Security Administration.

- Appointed by the Governor and confirmed by the Kentucky General Assembly to serve asone of three members of an administrative hearing commission that required members tomeet the criteria of a Court of Appeals judge and complete the state's 40-hour new minertrainer program.- Participated in approximately 600 hearings involving certified and noncertified personnel forlicensed mines who were charged with willful and repeated violations of Kentucky's minesafety laws or placing miners in imminent danger of serious injury or death.

- Practiced law for 16 years as a civil litigator with a primary emphasis on Kentucky workers’compensation law. Representative clients included Wal-Mart Stores, Inc., Tyson Foods, Inc.,and the Tennessee Valley Authority.- Served as a featured speaker on workers’ compensation law as well as the interrelationshipsamong long term unemployment, generational poverty, disability, law, and substance misusefor various businesses and civic organizations throughout the south.
