Associate Vice President, Professional Design Group
Director Of Engineering
CurrentServes as Director of Engineering and top technical advisor with authority to plan and manage all phases of the Directorate’s mission. Manages an organization of approximately 335 employees in 4 divisions with approximately 22 subordinate supervisors at the GS-15 and GS-14 levels. Works under general administrative direction of the Programs Director and Commander, U.S. Army Engineering and Support Center, Huntsville. Has independent responsibility for planning, defining, coordinating and managing the technical engineering activities of the Center. These projects directly support military installation facilities and infrastructure and other government agencies facilities. Projects are supported through all phases, engineering planning, design, construction sustainment and operations, cyber compliance, and disposal. Complex electronics and power control systems, hazardous mechanical systems, blast resistant design and other innovative engineering approaches are often required. These programs/projects include the Missile Defense Program, Chemical Demilitarization Program, Military Medical Facility Construction (medical MILCON), Major VA hospital design and construction, Installation Support Programs, Military Munitions Disposal Program and the Formerly used Defense Site (FUDs) Environmental Restoration Program. The Director is responsible for recruiting and sustaining technical competency and Subject-Matter-Experts (SMEs) in the eight (8) Mandatory Centers of Expertise’s (MCX) as well as several Technical Centers of Expertise (TCXs) assigned to the Center (Medical, Missile Defense, Cyber Security, Facility Explosive Safety, Environmental and Military Munitions, Electronic Security, Utility Monitoring and Controls, Range and Training Lands, HVAC, and Installation support). The Center has no geographic boundary thus the activities of the Director and MCXs provide world-wide support to all USACE Districts.
Chief - Civil Structures Division, Engineering Directorate
As Chief, Civil-Structures Division, is responsible for planning, coordinating and managing the establishment of program requirements, development of criteria and the design for highly sophisticated and state-of-the-art engineering programs. These programs cross Corps of Engineers, Department of Defense as well as other Government agency boundaries, are located worldwide, and require specialized multiple-agency coordination. The unique and high sophistication of assigned mission requires analysis and application of very specialized Civil, Structural, Environmental, Site Development, Geotechnical, Geophysical and Architectural methods. Facility systems and/or concepts include special purpose and hardened protective structures for heavy industrial and chemical explosive manufacturing facilities; water supply, distribution and utilities; industrial water treatment and hazardous waste management; remediation of ordnance and explosive hazards including conventional and chemical weapons; military railroad and training range development; site development and geotechnical analysis; architectural conceptualization and development, materials technology and building components for special purpose military and hazardous chemical industrial facilities.
Deputy Director, Installation Support And Programs Management Directorate
The Installation Support and Programs Management Directorate consist of 5 Divisions, 14 Branches, and 190 employees. I support the Director and Division Chiefs with a variety of tasks. Serve as rater and supervisor for 5 GS-15 Division Chiefs and serve as senior rater for 14 GS-14 Branch Chiefs. Mentor GS-15 and GS-14 managers and supervisors across the directorate. Execute a $2B+ high visibility, fast paced program consisting of 30+ product lines providing a variety of Facilities Engineering products Worldwide for ARMY and other DoD customers as well as non-DOD agencies. Products include A-E services, Planning & Programming, BASEOPS, Construction (medical and non medical), and a variety of Services related to the procurement and installation of building systems (i.e. ESS, UMCS, Furniture, Energy Management, Information Technology and Information Assurance). Represent the command to the rest of the USACE PM community, including HQs Account Managers and senior leadership from USACE Division/District Commands; frequently brief General Officers and Senior Executive Service members. Represent the Command to Industry and technical organizations such as SAME, ASCE, etc. Develop and implement local PM policies. Provide acquisition strategy and planning guidance for large critical acquisitions ranging from $250M to $2.5B (scope includes construction, services, supplies, and commodities). Perform Source Selection Authority and SSEB Chair duties for major acquisitions. Lead corporate PM recruitment activities. Formulate and execute organizational and staffing plans for the enterprise. Provide oversight on preparation and execution of operating ($22M) and program budgets ($2B) for the Directorate. Act as Command Liaison to other large Commands such as ARMY Materiel Command. Oversee all Directorate administrative and EEO issues. Provide senior leadership to resolve personnel conflicts and issues with troubled projects/programs.
Chief, Facilities Division
As Chief of the Facilities Division, I supervise and direct a staff of 33 employees including supervisory program managers, project managers, engineers, project management specialists, and administrative personnel. Directly supervise two (2) GS 14 Supervisory Program Managers and an Administrative Assistant. Also serve as Senior Rater for all other Division personnel. The Division has 6 programs exceeding $200M in obligations annually: Access Control Point Program, Facility Reduction Program, Facility Repair and Renewal Program, Special Projects, Energy Execution Program, and Information Technology Services.

Lead effort to resolve claims and disputes with the Contractors. Organize, plan, and assign work to be accomplished and prepare schedules and priorities for completion of work. Assign work based on priorities, difficulty of assignments, and the capabilities of employees. Develop performance standards and evaluate performance for each employee using the National Security Personnel System (NSPS). Provide mentoring and training to all employees related to performance of work, administrative matters, and career development.

Reviewed completed work for compliance with policy, regulations, schedules, budgets, and accomplishment of objectives. Lead the PDT in resolving technical, schedule, and funding issues associated with projects. Served as Contracting Officer's Representative (COR) on several of the projects. Monitored and evaluated PDT and Contractor performance. In his/her absence, represented the Program Manager Team Lead and the Division Chief in a Supervisory capacity.

Prepared progress/status reports and briefings for the customer, other government agencies, contractors, and the Geographic Districts involved in the programs. Final approval authority for all obligations and expenditures on the program/projects.

Project Engineer
Served as lead project engineer on $12 mil Total Environmental Restoration Contract (TERC). Participated on team in managing the environmental restoration of over 100 sites on RSA, AL under this contract. Coordinated with the contractor, the customer (RSA), and the regulators (EPA, ADEM) as to the status and progress of each site. Sites were monitored under the CERCLA and/or RCRA programs. Sites contained contamination (TCE, Heavy Metals, Lead, etc.) of the surface soil, subsurface soil, and groundwater. Reviewed and approved QA/QC Plans, Site Safety and Health Plans, and General Work Plans for each site as applicable. Also reviewed and approved contractor pay estimates for this Cost-Plus type TERC contract (subject to DCAA audit). Responsible for all construction activities from design/bid to completion of the remediation of these sites. Coordinated with Program Manager in Savannah District to move sites from Remedial Investigation (RI) phases to Remedial Action (RA) phases.

Ensured contractors complied with wage and hour labor laws and regulations (Davis Bacon and Service Acts).
