• Vice President & Associate General Counsel, International Trade, BAE Systems, Inc. —leads and manages the BAE Systems, Inc. international trade organization.o Manages the International Trade Licensing department employees, who are responsible for coordinating and submitting and coordinating license applications to the US Departments of State and Commerce.o Manages the International Trade Compliance department employees, who are responsible for the oversight of the company’s audits and reviews and coordination of voluntary disclosures.o Provide technical supervision of the company’s export personnel for the lines of business.

• Senior Ethics Counsel, Office of the Legal Adviser, (2006-2010)—led and managed the Department of State world-wide ethics program.o Managed 14 attorneys and paraprofessionals responsible to ensure all State Department employees comply with federal ethics laws and regulations, (including Ethics in Government Act, and Title 18 United States Code sections 201, 203, 207, and 208). o Responsible for ethics clearance and review of financial disclosures for over 200 Presidentially appointed/Senate confirmed appointees (one quarter of all political appointees in the Executive Branch); regularly interact with Cabinet and sub-cabinet officials and their past and future employers on ethics and compliance matters.o Conduced ethics instruction and provide ethics guidance for other government agencies and private companies/organizations upon request. • Attorney-Adviser, Office of the Assistant Legal Adviser for Political Military Affairs, (2002-2006)—principal legal adviser for Arms Export Control Act issues; special expertise in compliance matters.o Provided legal advice for export licenses, including Technical Assistance Agreements and Manufacturing Licensing Agreements.o Provided legal oversight and review of approximately 15 compliance cases; 11 resulted in a charging letter and consent agreement; interacted regularly with private and corporate counsel on licensing and compliance matters. o Coordinated sensitive cases with the Departments of Justice, Defense, Homeland Security, and Commerce; regularly briefed Congressional staff

• Senior military attorney for arms control, law of war and related international treaties.o Served as lead military representative on U.S. delegations for international negotiations of treaties and agreements.o Provided legal advice to senior officials during crisis situations, including September 11th, 2001 and initiation of military action in Afghanistan.

Served in varied assignments as a junior and senior military attorney. Tried over 100 felony cases as a prosecutor and defense lawyer and gained experience in diverse categories of civil and administrative law. Examples of assignments include: legal adviser to the Military Support element for the 1984 Los Angeles Olympics; lead attorney to a military unit supporting Department of Defense, National Security Agency and Central Intelligence Agency military intelligence operations; and Staff Judge Advocate (senior military attorney) for various installations and military commands. Of note, two of Chip’s premier active duty legal positions were as the Staff Judge Advocate (senior legal counsel) for the 24th and 3d Infantry Divisions, Fort Stewart and Hunter Army Air Field, Georgia and later Staff Judge Advocate for the 18th Airborne Corps, Fort Bragg, North Carolina.
