Kedren Community Health Center, Inc. is a nonprofit organization founded in 1965 in South Los Angeles. Ever since its founding, the vision of Kedren has been to reduce disparities in access to healthcare services in disadvantaged communities and reduce poor health outcomes in chronic/acute illnesses that disproportionately affect economically-disadvantaged and ethnically diverse children, youth, individuals and families. Furthermore, Kedren continually develops and implements research-based, best clinical practices in targeted treatment interventions. The goal of Kedren’s Children’s Village is to relocate, consolidate, and expand Kedren’s children’s mental health and ancillary services into a single-site, holistic, one-stop medical home with wrap around services to tackle poverty at its roots and fulfill their mission and vision. The priority population is children ages 5-12 in the Los Angeles area. The project includes an Acute Psychiatric Care Inpatient Hospital, Outpatient Behavioral Health Clinic, Primary Care Medical Clinic and a transitional housing component. This project will be delivered utilizing a Progressive Design-Build project delivery methodology.

Senior Program Manager and team leader of the Owner representative PM/CM team on the Mark Ridley-Thomas (MRT) Behavioral Health Center (BHC) and Related projects. My duties included managing multiple projects with a combined total budget of $350 million for the Los Angeles County Department of Public Works through the design and construction phases on the historic MLK Jr. Medical Campus in the Willowbrook area of Los Angeles County.The Mark Ridley-Thomas Behavioral Health Center was a renovation of the former Martin Luther King, Jr. General Hospital. Worked with various County departments including Department of Health Services, Department of Mental Health, Department of Public Health, Workforce Development, Aging and Community Services, and Probation, the facility will define a new model of care for those seeking behavioral health services.The MRT Behavioral Health Center reimagined the 500,000 SF building to house integrated Los Angeles County behavioral health residential, outpatient and support services for the community. The extraordinary transformation of the building brings its service full circle from when it first opened with hope and optimism in serving the underserved County population.The program included several phases of construction including multiple make-ready projects delivered using Job Order Contracts, as well as a Design-Build Tenant and Site Improvement package. The program also included the design and construction of a Clinical Laboratory and Red-bag storage project. The proposed Clinical Laboratory and Red-bag Storage project consisted of demolishing the existing, abandoned cooling towers to construct a new, 7,800 square feet, single-story clinical laboratory, including an adjacent red-bag storage area. The new laboratory will primarily serve its patients at the MLK Outpatient Center.

Senior Project Manager led a team of PM/CM professionals on the Rancho Los Amigos South Campus (RLASC) project including development of the project budget and master schedule, development of the project phasing plan, managed the Scoping A/E team, managed the EIR process, managed the various site investigations including the geotechnical and environmental hazardous materials investigations, and developed the Design-Build Scoping packages and various consultant RFPs for the Los Angeles County Department of Public Works.The RLASC project is a $468 million project that consists of over 1 million square feet of new development including a new administrative headquarters building for the LA County Internal Services Department, a new administrative headquarters building for the LA County Probation Department, a new LA County Sheriff’s Department Crime Laboratory building, a new multi-story parking structure, a surface parking lot and all associated utilities, infrastructure, and site development work on the existing 75 acre Rancho Los Amigos campus in Downey, California. The project will consolidate various existing County facilities located throughout the County of Los Angeles into a state of the art campus environment. The project’s goal is to create an environment that fosters teamwork and collaboration between County departments and employees within the departments, with a focus on employee health and well being and operational efficiencies through the implementation of “office of the future” concepts. The project would be designed to achieve the equivalent of the Leadership in Energy and Environmental Design (LEED) Gold certification.

Senior Project Manager on the San Pedro Courthouse Redevelopment project including developing the proposed community engagement plan to solicit community feedback to assist in establishing the final scope of work for the project.The vision of the proposed project will be to provide a public-private partnership to redevelop a former courthouse property located in San Pedro that has been vacant for many years. The proposed development will comply with the City of Los Angeles's new San Pedro Community Plan and will assist with revitalizing the urban core of the downtown San Pedro area. In an effort to reduce the County's potential cost for development of this project, a ground-lease revenue generating project delivery method was selected. This allowed the County to select a best-value developer based on its experience developing projects similar to the proposed mixed use residential, commercial, retail, and/or cultural project type.

I was a Senior Project Manager on the Consolidated Correctional Treatment Facility (CCTF) project, the largest project of it's kind at the County of Los Angeles and with a currently estimated total project cost of $2.2 billion. I was a member of the project management team responsible for managing the scoping architect, the EIR process, and various other consultants during the scoping phase of this Design-Build project for the County of Los Angeles Department of Public Works.The County of Los Angeles is considering the reuse of the existing Men’s Central Jail (MCJ) site to develop and operate a new 3,885-bed CCTF with other County Sheriff and County support functions, totaling approximately 2 million square feet. At build out, the CCTF may consist of a new OSHPD level 4 correctional treatment center, new correctional housing units to provide mental and medical health treatment, a new administration and support center, a new loading/kitchen area, new parking structures, a new central plant, court line and bus queuing area, new loop road, a new tunnel connection, and a new secured skyway. The Proposed Project would be designed to achieve at least the equivalent of the Leadership in Energy and Environmental Design (LEED) Gold certification.

I was responsible for developing and managing project budgets and schedules. I was responsible for managing the A/E design consultants, environmental consultants, and geotechnical/inspections firms to achieve project objectives. I managed low bid general contractors and Job Order contractors during construction phases to insure delivery of the projects to achieve project budget, schedule, quality and safety objectives.o County Data Center: This $208 million project consists of a 58,000 square foot data center facility building supplemented by an 119 space parking lot, and a 27,000 square foot office building supplemented by an 108 space subterranean parking lot located at the Rancho Los Amigos South Campus. This facility will be designed as a LEED Silver certified building and will incorporate numerous green building components including a green roof.o BRTC Academy Relocation project: This $22 million 38,000 SF facility is comprised of the renovation of six abandoned existing buildings to convert them into the Los Angeles County Sheriff Department’s Training Academy including extensive site work and a new ceremonial grinder and amphitheater area.o Eastern Avenue Hill Complex: This $27 million project is comprised of various storm drain, road, and slope stabilization improvements at a 110 acre County owned facility that houses the County of Los Angeles Fire Department Head Quarters, Internal Services Department Head Quarters, and Sheriff Department’s Special Enforcement Bureau and Sybil Brand Institute facilities. The project includes the preparation and implementation of a Post Closure Land Use plan for the Blanchard Landfill including the design of an active methane extraction system.

This facility is to be built within 1000 feet of a landfill and requires the implementation of methane gas mitigation measures.o Montellano Avenue Landslide Repair project: This $4.7 million project was comprised of the repair of a landslide in a residential area in Hacienda Heights including the installation of an extensive network of hydraugers and vertical wells using directional drilling.o Colima Road Slope Failure project: This $2.7 million project was comprised of the repair of a landslide in a residential area in Hacienda Heights including the installation of hydraugers and a concrete retaining wall at the toe of the slope.o Renovation of Fire Station 56: This $250,000 renovation of Los Angeles Fire Department Fire Station 56 in Rancho Palos Verdes included necessary upgrades to meet current privacy and access requirements.

I was a Project Manager on the the $300 million Chaffey Community College Measure “L” Bond Capital Improvement Program for the following projects:o Student Services and Administration Building: This $15 million 25,000 Sq. Ft. building housed the student services and senior administration offices for Chaffey Community College including the College President’s office, the offices of the VPs of Instruction and Student Services, and the Cashier, Financial Aid, Registration, Admissions and Counseling Departments.o Education Excellence Center: This $7 million 15,000 Sq. Ft. building housed the College’s Education Success Centers and numerous faculty offices.o Chino Main Instructional Building: This $30 million 55,000 Sq. Ft. building was the first building to be constructed on the new Chaffey College Chino Campus and included the student services departments, instructional classrooms, science laboratories and associated infrastructure and parking lots for this new Campus.o Chino Community Center Building: This $25 million 20,000 Sq. Ft. building was a joint venture partnership between the City of Chino and Chaffey College and housed the College’s Culinary Arts and Fashion Departments along with a large Banquet Facility and Kitchen.o Visual, Communication and Performing Arts Complex: This $42 million 80,000 Sq. Ft. project consisted of the construction of two new buildings and the renovation two existing buildings to house the College’s Visual, Communication and Performing Arts Departments.3D/I was acquired by Parsons in 2007.

I was a Construction Manager responsible for the project budget (estimated project scope to comply with budget), feedback to owner and A/E on budgets, development of project schedules, construction management, conducted site meetings (pre-construction/ progress), change order review and negotiations. My projects included: o Providence St. Joseph Medical Center Acute Rehabilitation Unit, Burbank, CA – Construction Manager for the Acute Rehabilitation Unit project. The project was constructed in a fully functional hospital facility while maintaining access and on-going healthcare services twenty-four hours a day without interruption during the course of construction.o UCLA Dykstra Parking Structure, Los Angeles, CA – Construction Manager for this new $7,4 million 294 parking stall 86,000 Sq. Ft. parking structure in the heart of the UCLA campus. o UCLA Sproul Hall Renovation Project, Los Angeles, CA - Construction Manager for the close-out phase of this renovation project of an existing student dorm building which was fully occupied and operational during the course of construction. o City of Santa Monica Public Safety Facility, Santa Monica, CA - Project Engineer for this $60 million essential facility housing the City of Santa Monica Police and Fire Department headquarters, 911 dispatch center, 56 cell Type I Jail, and City Emergency and Operations Center. I was involved with the management of all phases of this essential facility project from design to post-construction as needed. This project became a LEED Silver Rated Building due to the innovative design that incorporated numerous Green Building design elements.
