Led the adoption of balanced budgets for biennium years (~$330M+ per year for 260K+ residents), levying revenues to operate all county services and implementing and amending/repealing county ordinances. General Balance was $10-12M yearly - upgrade in bond rating to AA+ within 2 years. Administered seven directors and departments (~1,100 FTEs) on policies for services related to population health, public works, economy, land permits, parks, emergency services (fire), human resources and diversity, risk management, media and capital facilities. Negotiated with nine unions. Developed and aligned county policy objectives and bridged communications with local and regional governing bodies (21 elected county officials), seven mayoral municipalities and three Indian Tribal Nations - having executive authority for agreements to balance issues related to Commerce, Population Growth, Transportation, Housing, IT and Environment.Developed, implemented health polices and funding strategies supporting Population Health for Thurston County: Food Inspections, Environmental Health (water), Disease Control and Prevention (immunizations), Maternal & Child Health, Developmental Disabilities, Vital Records and Health Emergency Management; advanced to #6 best of 39 counties in Health Outcome rankings; supervised 113-person staff. Chair of Housing Action Team with 30 community members, developed near-term operational strategies and funding distribution ($6.2M) to increase affordable housing by 20% through incentivization and legislative initiatives concurrently reducing homelessness by 10% using supportive services via private and non-profit network. Strategized regional health outcomes covering seven counties as a county member of the new Cascade Pacific Action Alliance organization. Budgeted $30M for programs access and treatment: Coordinated Care (+10%), Oral Health (+20%), Transitional Care (+5%), Youth Behavior (+15%), Opioids Abuse/Crisis and Chronic Diseases (+30%).
