Wanda Alexander purchased a majority stake in Horizon on September 1, 1995, assuming positions of President& CEO. Her insight to pursue contracts in cities where HUD had offices resulted in growth that earned Horizon the #312 spot on the Inc.500 List of Fastest-Growing Private Companies in America and. in June 2012, Wanda purchased the remaining interest in the company and is now its sole owner. Before joining Horizon, Wanda spent 15 years in Asset Management, ensuring compliance with all regulatory requirements of HUD’s insurance programs, addressing owner & management issues including Fair Housing, equity skimming, unauthorized payments, insurance, and real estate tax issues. She has designed & directed training programs on numerous housing-related issues. At Horizon, Wanda leads her team in adhering to Horizon’s foundational principles of honesty, integrity, hard work and professionalism, while guiding development of all of Horizon’s processes, procedures and business practices, focusing on quality control and excellence in execution. She motivates and leads the team to ensure the corporate culture is not compromised while designing and executing corporate strategy, ensuring the company remains true to its vision and stays fiscally sound. Through the years, Wanda has received many awards, including recognition from the Washington Business Journal as 2009 Minority Business Leader and 2009 BRAVA Women Business Achievement Award. In 2010, recognized as an Enterprising Woman of the Year and also selected as the League of Women Voters Women of the Year in Loudoun County. Wanda received her Bachelor’s Degree in General Studies from the University of Maryland, College Park. She also completed graduate studies in Family and Community Development at the University of Maryland and has earned certifications from The Institute of Real Estate Management and The National Center for Housing Management.

Senior Portfolio Manager•Responsible for loss mitigation strategies & portfolio management for HUD and state agencies for multifamily properties nationwide.•Obtained 1st Mortgagee-In-Possession ever recorded in history of Atlanta HUD Field Office-1991.•Successfully assisted owners of defaulted multifamily properties to submit and receive approval from HUD for workouts, which brought their mortgage loans current; and recovered several million dollars in unauthorized distributions for the Department of HUD.•Negotiated and pursued management changes, MIP and receiverships, bankruptcy actions, foreclosure proceedings and affirmative litigation. Conducted annual financial and management audits to assess property operations and financial performance to maximize income and reduce expenses.•Analyzed historical, financial, physical and market data for packaging and underwriting multifamily loan applications in compliance with HUD requirements.•Performed due diligence process for acquisition and disposition of over 200 multifamily loans collateralized by projects located throughout the United States, for three major financial players in HUD’s Note Sale Program. This due diligence included performing site inspections, completing extensive loan document reviews, historical income/expense analysis, loan underwriting and developing exit strategy recommendations.•Designed, developed and directed a national training program for HUD on the analysis and use of audited financial statements. This training resulted in a video used in HUD Headquarters and 57 HUD offices throughout the country.•Trained all Portfolio Manager’s and Financial Analyst on the Asset Management of Multifamily Real Estate.

•Designed and directed training programs on housing-related issues such as designing and implementing resident service programs, housing budget preparation, Fair Housing and Federal Preference, 504 regulations, drug and crime prevention and asset management•Responsible for Directing the Asset Management of affordable housing portfolio for the nation’s largest owner and manager of HUD-insured multifamily real estate. Portfolio consisted of over 100,000 units located in 50 states and Puerto Rico. Value of this portfolio was in excess of $1 billion.Senior Financial Analyst •Monitored financial requirements of the Asset Management Portfolio of 280 projects nationwide including Puerto Rico and Hawaii; evaluation of financial statements, budgets, income/expense statements, rent rolls, lease up/marketing strategies, repair/capital improvement plans and project area analysis.
