The Director of Retail Technologies is responsible for leading technology, maintenance and operations for the Retail organization.

This position serves as the Executive Information Officer for Michigan’s Dept of Education, Civil Service, and Department of Technology, Management, and Budget (DTMB). DTMB comprises major functional areas, including the State Budget Office, Office of Retirement Services, Facilities Administration, Support Services, and Procurement. The role has responsibility as the interface to these agencies, accountable for the “leader-to-leader” relationship, providing overall accountability for the delivery of IT services, and insuring the strategic direction of enterprise technology. Provides direct oversight of IT Directors (Business Relationship Managers) to insure the agency’s operational needs are met. This position plans and implements the overall strategic approach with the partner agencies, focusing on the agency’s business drivers, service level agreements, and business plans.• Works with state agencies to develop long range IT architecture and strategy • Represents agency within central IT as the lead client business leader• Identifies and communicates emerging application technologies to be introduced within the supported agency which could provide significant improvements• Analyzes political trends, legislative actions, and technology trends for impact on agency business plans· Accountable for oversight of maintenance of agency IT Applications, new technology development and deployment, and projects· Administratively directs IT operations, motivates and guides more than 200 staff, ensuring IT stability, consistency, and audit compliance MAJOR ACCOMPLISHMENTS• Leader in establishment of enterprise IT Governance Structure for State of Michigan• Lead the establishment of an enterprise data hub to manage the State’s interface, data flow, and enhanced validation for state agency financial systems and the State’s ERP system• Conceived and oversaw the development of a mobile app to deliver IT Project data directly to the Governor and Executive staff

This position directs investment and portfolio management, and is responsible for the oversight of project execution and delivery of all State of Michigan IT projects. Responsibility includes the selection, prioritization, monitoring and reporting on multiple enterprise portfolios, including new initiatives, applications, projects, infrastructure investments, and both proposed and ongoing services. This systematic portfolio management of large classes of items enables the evaluation of various investment scenarios to ensure ongoing alignment with strategic objectives. This position works with agency governance bodies and DTMB leadership to facilitate investment decision making, including establishment of criteria for service and project prioritization and selection for funding to align with State of Michigan strategic objectives. This position directly impacts all State agencies and the services they provide to Michigan citizens. • Partners with IT and business leadership and other key stakeholders to define opportunities, to identify and prioritize projects based on predefined criteria such as return on investment, customer services, cost savings or avoidance, productivity, and regulatory or legislative compliance.• Maintains an understanding of enterprise business initiatives and objectives as well as current trends and developments in the IT field.• Assists the CIO and senior DTMB and business management in developing, executing and communicating the IT-business vision, mission and goals.• Provides leadership for Portfolio staff, the Director of Project Management, and first and second-line managers that supervise project managers and project coordinators.• Establishes and directs project management process, tools, and standards for the organization.

Supporting the Department of Treasury, Lottery, Gaming Control Board, the Attorney General, and MSHDA. Responsible for Portfolio Management encompassing strategic planning for the PMO, strategic resource planning, decision support tools and processes, monitoring financial management and contracts. Responsible for Project Management encompassing management of agency projects, project planning, project monitoring and control, closeout processes and resource management. Operations and support encompassing request management, release management, quality assurance, reporting and mentoring.

Responsible for Technology Project Management Office oversight, Portfolio Management, and Project Management mentoring. Responsible for strategic direction for Enterprise Content Management (ECM), ECM budget and projects. Managed diverse projects for Washtenaw County Government. These included: IT software development and implementation projects, IT organizational consolidation, capital and construction projects, and space planning and employee move management. Administrator of TRIRIGA software (IWMS/CAFM). Managed the County's CAD drawings, and TRIRIGA drawing uploads with CAD Integrator.
