Mr. Libby is a Senior Chemical Engineer and Project Manager in ERG’s Chantilly, VA office. His areas of experience include facility and master planning, explosives safety, environmental compliance, process engineering, and evaluation of worker exposure. Mr. Libby has over ten years of facility planning experience, including the preparation of master plans, concept studies, construction cost estimates, basic facility requirements (BFR), explosives safety documentation, National Environmental Policy Act (NEPA) documentation, environmental permitting materials, environmental management systems (EMS), and the review of construction requests for proposals (RFPs) and designs. In his eight years as a Project Manager at ERG, Mr. Libby has managed over 40 projects with a total budget of over $6.5 million. Mr. Libby has managed project teams with up to 15 professionals. Mr. Libby has been responsible for technical and contractual aspects of projects, including maintaining high quality work products, meeting budgets and schedules, and managing subcontractors.

As a Technical Assistant, Mr. Libby provided technical and supervisory support within the paper machine manufacturing operations department. His responsibilities included:• Supervised a team of 17 hourly workers operating four paper machines (backup shift foreman for three months);• Performed troubleshooting and process optimization for six paper machines; and • Performed profitability analysis for potential capital projects.

As a Process Engineer, Mr. Libby supported manufacturing operations as a member of the Technical Department. His accomplishments included:• Optimized processes associated with six paper machines and two coaters;• Developed experience and knowledge of a wide variety of process equipment, such as pumps, filters, heat exchangers, dryers, and presses;• Developed laboratory testing methods and trained personnel in these new methods;• Oversaw technical direction of four laboratory technicians;• Analyzed and resolved quality control issues;• Designed and executed full-scale trials related to new and existing products;• Designed and executed laboratory and pilot plant experiments; and• Evaluated competitive products to determine manufacturing methods and estimate production costs.
