Testified before Internal Security Commission of Wolesi Jirga (lower house of National Assembly/Parliament), regarding planning and design of new MoI Department of Parliamentary Affairs. Developed effective, collaborative relationships with key GIRoA, U.S., ISAF/NATO and international officials, including military, police, diplomatic, international and non-governmental organizations (NGOs).Member, MoI Institutional Reform Working Group (IRWG)—joint International Community (IC) – Government of the Islamic Republic of Afghanistan (GIRoA) body charged with recommending actions to Minister to establish best practices in oversight and accountability of police, and in relationship of police operational command to politically appointed civilian authority. Chaired Legal Committee conducting extensive study of Afghan Constitution, Police Law, Inherent, Law and International Conferences (Bonn Conference, London Conference, Lisbon Conference).Invitational member, International Security Assistance Force (ISAF), CJ-5 Civilian-Military Planning Working Group—ISAF-IC body seeking to align international development efforts with ISAF Campaign Plan, including preparations for Commander ISAF, US Ambassador, NATO Senior Civilian Representative (NATO SCR) sponsored Rehearsal of Concept (RoC)—senior leadership exercise intended to align key IC and GIRoA efforts with ISAF Campaign Plan.
