Warren Whitlock is an internationally recognized policy leader with an exemplary record of accomplishment in the private sector, academia and on every level of government. Appointed to federal Senior Executive Service on September 11, 2011, Whitlock is widely recognized as one of the government’s most strategic, innovative and successful thought leaders.As the Federal Highway Administration’s Associate Administrator for Civil Rights, Whitlock developed and advanced key Agency initiatives that served to transform the national civil rights landscape. These include: • Successfully prosecuting FHWA’s first-ever Title VI racial discrimination cases in Beavercreek, Ohio and Corpus Christi, Texas• Achieving an unprecedented 470% submission rate increase of state American with Disabilities Acts (ADA) transition plans• Leading the development and implementation of FHWA's first-ever policy for increasing the number of Hispanic employees• Creating first-ever participation opportunities for Asian-American Pacific Islander (AAPI) students in FHWA’s National Summer Transportation Institute program• Recording highest annual increase in employee engagement index, as measured by the annual Federal Employee Viewpoint Survey, in FHWA historyAs the Deputy Assistant Secretary of the Army for Diversity & Leadership, Whitlock delivered first-ever plans for the Implementation of, and Strategic Planning for, the Army’s Diversity & Inclusion program. Whitlock re-engaged the Army’s long-dormant Diversity Council that led to historic promotional opportunities for historically under-represented cohorts, up-dated the Army’s 30-year old regulation for Equal Employment Opportunity, and coordinated an Army cross-command effort to deliver a first-ever policy for Religious Accommodations for military personnel.Whitlock, who began his career working with the United Nations High Commissioner for Refugees in Somalia, has succeeded in ever-increasing leadership roles in the areas of international development, finance, construction, real estate, transportation and academia.
