Warren has been working as a lead technologist in the Digital Financial Services (DFS) industry since 2005 when he played a leading role in the team that created and launched the industry shaping mobile money service M-PESA in 2007. Since Vodafone’s M-PESA, Warren has worked as CTO on a number of mobile money solutions and is a keen advocate of open APIs and promoting the interoperability of operational services. Warren’s mission is to allow the inventions of the fintech revolution to push the frontiers of financial service until financial inclusion is possible for individuals right across the economic spectrum. As a DFS expert, Warren has represented Mobile Money Americas Corp in conversations with the IFC, CGAP, and US Government via the Federal Reserve Faster Payments Task Force. This was a task force considering modernisation of the entire US payment landscape, and along with the CEO, Warren led the team to successfully press for regulatory change in the USA to accommodate what the US Federal Reserve recognised as an innovative, practical and achievable solution to increase financial inclusion in one of the world’s largest and most crowded financial landscapes.Before becoming active in DFS, Warren worked in distributed process control and technology consulting across multiple sectors.As a technologist focused on delivering real-world value, Warren balances stakeholder requirements, building teams within existing organisations or in greenfield situations, and strives to deliver business value via agile, manageable, scalable, high-quality solutions. These are often large-scale distributed cloud-based solutions where he has demonstrated how forward-thinking architecture and practical systems design can be the key to unlocking efficiency and delivering customer-centric solutions.Warren continues to provide technical leadership to financial service and technology companies; allowing his clients to exploit new opportunities or transform legacy business.

The solution had to support a “point-of-sale” type transaction with tens of thousands of expected client connections. To support the bid a proto-type was built and deployed demonstrating scale and through-put exceeding requirements and validating the viability of the Windows Azure Cloud based solution. This role included:• Analysis of end-customer use-cases and non-functional requirements from RFP documents.• Design of the platform architecture and interactions to minimise costs while ensuring data integrity and high availability in case of datacentre failure.• Design of a data scheme and horizontal scaling strategy for high concurrency. • Liaison with Microsoft specialists to ensure the latest understanding of the Azure platform and incorporation of support for large scale testing.• With the bid team, implementation of a proto-type, demonstrating the viability (aka. low latency) of a Windows Azure based service using IaaS, PaaS and SQL Database technologies. • Cost modelling for development, operational support and cloud services consumption. This demonstrated significant savings over a hosted solution.

M-Pesa Technical Lead And Architect, Managed ServicesSagentia Jan 2005 - Feb 2009Warren was the Technical Lead and Architect within the Managed Services Division of Sagentia Ltd, from 2005 to 2009. During this time Warren was responsible for technology of the multi-million pound and award winning Vodafone Money Transfer Product. It was successfully brought into operation as M-PESA in Kenya and Tanzania and as M-Paisa in Afghanistan. It was being prepared for launch in at least 3 other markets. Warren was responsible for the overall solution architecture and the entity and accounting model, this provided the flexible basis for the personalisation and growth of services delivered through the platform. He had directly managed the development team while providing oversight for the operations and deployment teams, including working with Vodafone to select suitable partners to host the Platform. The solution is an n-Tier SOA distributed platform based on Microsoft SQL and .NET technologies. It is a high concurrency and highly available solution, in particular the platform was hosted in geo-diverse locations and used mirroring and replication to provide an active/active solution. The project team grew from 3 to more than 65 people including developers, testers, deployment engineers, DBAs and country managers. This product is currently the most successful mobile money product in the world, moving more that 25% of Kenya’s GDP in 2010.

Senior ConsultantSagentia Jun 2001 - Dec 2004Warren contributed as a Senior Consultant to the Engineering Division on the following projects:• Helped develop strategies for an international mobile network operator (MNO) to deal with the possible impact of emerging Microsoft technologies. • To direct R&D investment for a MNO, Warren conducted a technology review on the use of Session Initiation Protocol in 3GPP Release 5 IP Multimedia Subsystem (IMS) therefore highlighting areas for investment with potential for higher than average ROI.• Conducted an architectural review of a web based music content delivery service for a Music Content Owner to allow them to objectively evaluate the existing solution and its ability to meet future demands. Embedded Systems projects: • A programmable embedded control system for a medical washer disinfector. • An embedded image stabilisation control system for a hand-held optical device.• Implementation of automation and data logging system for innovative laser beam profiler. • A control system for a medical colon simulator to simulate colon activity and provide quantitative test results.• Development of the novel uses of laser diodes in the generation of high power, long life light sources for operation in extreme environmental conditions for military applications.• To support the BAS exploration of Antarctica, developed signal processing software components for real-time analysis of data captured during geographically aerial surveying. • To aid in urban-warfare training, assisted in development of a real-time, indoor location tracking system, based on two of Sagentia's technologies: indoorPAD & trackMAT. This included commissioning the technology for assessment by international military equipment providers. • For use in large retail environments, Warren helped in the implementation of the next generation of an electromagnetic security system (including transfer-to-manufacture and EMC compliance) and a Windows based management application to de-skill commissioning.
