• Support SDG&Es Fiber Build Initiative with Design, Construction and Management guidance• Oversight for the construction activities and resources responsible for the construction of utility infrastructure and related facilities, performed mainly by contracted vendors or union labor.• Serves as the primary communicator between the client, program/project management, work groups, and key stakeholders on project issues.• Monitor project performance and resolve engineering design issues, field barriers, and delays to maintain the project schedule.• Oversight of construction activities to ensure construction standards, safety regulations, company policies/procedures, environmental requirements, and State/Federal regulations are met.• Assist with electrical, telecommunications and civil projects from conception through completion, ensuring all work is performed to standards, within budget, and on schedule, in addition to minimizing conditions which may adversely affect projects.• Responsible and accountable for overall project performance including, scope, quality, schedule, and innovation for the most complex and high-risk projects.

• The projects I facilitated for SDG&E (San Diego Gas & Electric Company) with Caltrans/DOT are FiRM (Fire Rick Mitigation), PRiME (Pole Risk Mitigation and Engineering) and CMP (Corrective Maintenance Program).•If a new pole is installed in the Caltrans ROW, regardless if it’s to replace existing pole, it will Require a DSDD (Design Standard Decision Document) report to install any object in the ROW ie. Poles, anchor or guy wire.•To avoid a DSDD request with Caltrans I will first work with the Engineering Project Manager, Design Team, Easement department to try to remove the pole out of the Caltrans Row without causing major realignment of the circuit •Each pole that requires a DSDD will need to be surveyed. The existing pole, proposed pole, anchors, Right of Way, and property lines will be staked, and each roadside object must be measured from the ETW (Edge of Traveled Way). •For the DSDD report all drainage areas, Fore-slopes, Back-slopes, Curbs and, any Elevation change within the work area must be Measured and calculated. As well as the curvature of the road within the work area. •The DSDD consist of 5 parts , Part 1 the written Report, Part 2 is the Vicinity map of the work area, Part 3 are the site photos with markups of the work that needs to be done, Part 4 is the CRZ(Clear Recovery Zone) calculation drawings with showing the distance of all road side objects, Part 5 is the construction Plans for the Project.•To create the DSDD you must utilize ASSHTO (American Association Of State Highway and Transportation Officials), HDM (Highway Design Manual), PDPM (Project Development Procedures Manual), Caltrans’s Right Of Way Manual, Caltrans’s Encroachment Permits Manual, Caltrans’s Traffic Volumes on California State Highway Manual, CPUC (California Public Utilities Commission) G.O. (General Order) 95 Manual, G.O (General Order) 128 Manual, G.O (General Order) 165 Manual.

I worked closely with various contractors and internal PG&E ( Pacific Gas & Electric Company) personnel to execute each project in PSPS (Public Safety Power Shutoff) and WSIP (Wildfire Safety Inspection Program). PSPS (Public Safety Power Shutoff) is the installation of MSO (Motorized Switch Operator) and Reclosers SCADA (Supervisory Control and Data Acquisition). Each remote switch can be turned off by a 900Mhz microwave signal to isolate any section of the circuit at any time when deemed unsafe The type of work that I was oversee replacing and repairing pole, transformer, cross arm, down guy, head guys, sidewalk guys, anchor, recloser, switches, insulator, fuse and solid blade, jumpers, flyers, stringing and re sagging lines. Review and evaluate each project in SAP for its constructability, the scope of work, BOM (Build of Materials), estimate, forecast additional costs, and order the materials. I would then coordinate with a (LSO) Lead System Operator the approves all work done in the system , Switchman that does that switching to create a safe work area for the crew , Outage Coordinator that informs the customers of the power outages , Crew General Foreman that oversees the crew doing the work , Loading Engineer to see if the other circuit can handle the extra load , Warehouse Specialist to get all material to the yard before the job starts , on-site Field Inspector to make sure the job is being built to spec, Telecom Technician to install and program the antenna ,(DLT) Distribution Line Technician that program the SCADA controllers, and the Quality Control Inspector the inspects the job after the work is done.

I would plan the OSP OPGW/ADSS Fiber installation on Transmission and Distribution poles to create a Fiber optic network between sub-stations within San Diego Gas & Electric’s 4,000 Square mile service area. Each project is unique and will have different hurdles to overcome. Each fiber installation project can range from 3 miles and up to 45 miles between Sub-stations. I walked out all projects to inspect each pole and underground route for G.O. 95/G.O. 128 infractions and concerns that may affect the Fiber installation. Once I complete the fielding of the project. I work with the engineering department to see if the route is feasible and buildable. We plan pole replacements and adding of additional poles to meet clearance between poles. We also discuss alternate routes if needed. Once the engineering team gives the approval I Then work with the Right Of Way, Traffic Control and environmental department. We go over staging sites for equipment and materials along the route. We also go over street crossings and to see which ones will need guard structures or netting. We also discuss landing and fueling sites for the helicopter. I work with the environmental department to make sure the installation of fiber does not disturb the wildlife and plants. I then help with scope of work design and traffic control design that will be submitted to the cities, county and Cal Trans. Once the plans are approved a construction package is given to the contractor. During the construction phase I do a Q/A and Q/C report to make sure the project is built per design and then closed out the project once finished.

I oversee all day to day activities of the construction department. I manage 3 OSP telecommunications construction contractors and 5 in-house personnel. Each telecommunications construction contractors would have anywhere from 15 to 25 employees. The in-house employees include construction supervisor, warehouse technician, Permit/Right of Way technician and 2 billing admin. I prepare weekly work requirements for the construction department and track contractor’s productivity. Inspect contractor’s work to ensure projects meet time and budget requirement and was built to contract specifications. I’m involved in invoices, budgets, estimates, bids, proposals, and contract signings/ negotiations. On a yearly average we would install 30 miles of overhead and underground fiber/coax cable and replace 40 miles of existing overhead and underground fiber/coax cable. Types of project would be ADSS/ loose tube single jacket single armor Fiber for FTTH, FTTX, FTTB, PoPs, node installs and split nodes, Aerial to Underground Conversions, HFC network installation and troubleshooting , General order Infractions, DAS, Verizon, Sprint and T-Mobile Fiber Reinforcement, Directional Boring and Rock Saw Trenching. We would have an average of 25 project in different stages of construction at any given time.

I would do a site survey to determine what type of traffic control and permits needed to complete the job. I would then create a traffic control plan using RapidPlan and scope of work/ plan and profile with AutoCAD . which I would then give the city or county for approval. This plan would include a detailed drawing of the work to be done. Once the permit was approved I would coordinate with the contractor as to when the job would start and when it could be complete. During the project I would update the inspector/planner as to when the job would be complete and any problems or changes to the job that needed to be done.

As the head of the planning department I was responsible for overseeing the day to day operations such as hours, job completion, mileage accrued as well as assigning jobs to the others in the department. As a planner, I would determine whether a potential business customer's location was serviceable and if so, estimate the cost and what was involved in bringing service. I would decide if fiber or coax were an option and if the location needed a site survey. I would use GIS and Google Earth to help with the estimate.

I was in charge of a five-man splicing team on the midnight shift. We were given a list of amps and line extenders that needed to be re- spliced to meet the 1 GHz minimum. I would keep track of hours worked and locations that were spliced and give this to me at the end of the week. Part of my duties also included quality control checks where I would check the locations that were spliced and ensure that they met the standards. I would splice for 6 hours a night and do quality control for 2 hours a night at the end of the shift.

• Lashed coax cable and fiber, installed strand, down guys, head guys, anchors, guard arms, complete pole transfers, and pole removal, reframing pole. Spliced coax cable and fiber cable, as well as balanced and sweep the amps and Line extender. Corrected electrical code infractions/ G.O 95 and G.O 128. Reviewed and analyzed complex schematic drawings to determine work to be done, methods and sequence of tasks. Maintained thorough notes and submitted daily job reports.Operated a bucket truck and climbed poles as needed.

As the crew foreman I over saw a 4-man OSP crew.We install pedestals, vaults. Pulled coax, fiber, electric lines, rod and rope and blow conduits, placed conduit in trenching and install conduit in for ISP We use rock saw and boring machine in the streets, removed and replaced sidewalk panels and potholed to spot utilities.

I did G.O 95 and G.O 128 infractions for Time Warner Cable and Cox Communications

I would do home installs and trouble calls for cable, internet, phone and wireless for Cox Communications, Comcast, Bell South and Adelphia Cable. During this time I moved 8 times throughout Florida to different systems to help start up and train men and woman to install and trouble shoot services.

I installed low and high voltage devices to a BAS (Building Automation System). This system would control the HVAC, Fire alarm, security alarm, Lighting by enabling them to communicate with each other on a single platform. I would work mainly on the cooling towers, chiller and water pump on large commercial buildings. I would work with 480 volt 3-phase to power most of the equipment and I would install a 120 volt with down stepping transformer to power the BAS system.
