• Established the initial three year operating budget & finance systems, recruitment & tender systems and Board finance reporting.• Commissioned architect, planning, hydrology and other specialists reports, administered a tender process and contracted for the construction of street works (hydrology, electrical and roads) infrastructure to develop the Australian Technology Park.

• Developed and secured Cabinet endorsement to a strategy for negotiating with Commercial Radio Australia on the concentration of radio transmissions to reduce the aesthetic impact and restrictions posed to residential land use at Sydney Olympic Park. This incorporated: analysing lease conditions, legal issues, resolving electromagnetic and other environmental issues; identifying relocation alternatives; negotiation with AM radio tower owners; and, gaining multi-agency commitment and agreement to the strategy.

• Directed a complex program of alternative land use scenario investigations for the Lower Hunter region that identified and resolved conflicts between environmental and industrial land use, amended statutory planning instruments and facilitated industry development and environmental sustainability actions. This incorporated management of annual budgets up to $14 million, direction of a four member project team, management of contractors, senior officer interagency taskforces, private sector developer negotiations, advising CEO Committee’s, complying with parliamentary processes and media issues management. • Managed engineering investigations, service provider negotiations and land holder discussions that identified the constraints and infrastructure solutions for the concept design of roads, rail, bridges, wharves, navigation channels and utility services within a constrained area of land on Kooragang Island for the proposed Protech Steel, Newcastle Coal and Bulk and Austeel developments. This involved contractor management, leading a multi-agency/utility Taskforce, private sector developer and land holder negotiations and reporting to a CEO Committee. • Substantially influenced development of the Lower Hunter Concept Plan which redefined environment and employment land use and resulted in the proclamation of State Environmental Planning Policy 74. This involved investigating, analysing and advising on land use, managing studies into flood levels and river hydrology, atmospheric air pollution, congestion and noise constraints ecology and infrastructure capacity and provision (rail, roads, water, navigation channel and electricity).

mplemented NSW Government Trading Enterprise (GTE) Reform Policy to reform candidates to improve their commercial and customer service delivery performance and contribution to the NSW budget. This involved applying agency theory reform principles to GTE’s, economic and financial analysis, managing corporate consultants, securing endorsement, resolving issues during implementation of the reforms, preparing legislation, customer service charters and contracting processes and documentation. • Outcomes included: corporatised Sydney Water & developed regulatory framework for water; restructured Sydney Markets Authority and established a ground lease; restructured Valuer General’s Office, devised contracting strategy & contracted out valuation services; restructured & privatised 6 irrigation schemes; restructured and commercialised Landcom; and, investigated corporatisation of Waste Service NSW and State Forests.
