Negotiated and managed design contracts and consultants, approved IFB/IFC contract documents, oversaw a team of inspectors, conducted construction kickoff and progress meetings, reviewed submittals, responded to requests for information, issued noncompliance notifications, tracked schedules and quantities, reviewed/approved pay applications, oversaw the change management process, and performed project closeout activities. Resolved field issues and addressed citizen complaints on an ongoing basis. Incorporated the use of trenchless technologies to substantially reduce capital costs. EPCM Manager - Bayer Crop Science Environmental Utility Systems Improvements Program, Kansas City, Missouri. Managed $20 MM worth of EPCM projects at Bayer Crop Science. Work included a value engineering analysis (30% cost reduction) and redesign of a 2.5 mg waste stream equalization system. Additional projects included RCRA storage and wash down pads, process piping upgrades and solids thickening improvements. Capital Value: $20 MM

As part of the Marco Island, Florida's Septic System Elimination Program managed the design and construction services for Phases II, III & IV of the 5 mgd Reclaimed Water Production Facility. Utilized the Modified Ludzack-Ettinger (MLE) process and membrane bioreactors (MBRs). This project was a 7-year, 4-phase effort that required innovative design and construction solutions to accommodate both operation and demolition of portions of the existing plant while simultaneously constructing new process units. The site was very limited on space. In each phase completion and startup of new process trains had to be completed during annual low flow months to ensure permit compliance. The GE Zenon MBR installation was the largest prefabricated system produced at that time and was used to pilot GE’s MBR LEAP system (illiminates cyclic air valves and reduces energy costs). Upgrades to the bio solids system (aerobic digestion, rotating drum thickeners and, polymer systems) were included. Value: Capital Value: $70 MM

Palestine Water Resources Program, West Bank, Palestine. Responsible for closure and cost recovery on a multi-year USAID funded potable water program that involved the repair and replacement of failed deep well and water distribution pump equipment at five sites in the West Bank. Each site had experienced multiple deep well pump failures and potable water distribution pump impeller corrosion issues. Managed production of a series of technical and equipment replacement reports and defined task accounts that provided a structure for the allocation of incurred costs. The technical reports covered the comparison of submersible and line shaft pumps for deep well installations (> 600 meters below grade) and pump failure and corrosion evaluations. Cost allocations were used to support the successful submittal of a Request for Equitable Adjustment to USAID. Capital Value: $200 MM

Project manager for the District of Columbia Water and Sewer Authority's Internal Improvement Program, Washington, D.C. Responsible for overseeing the development and implementation of an integrated competitive utility services model which involved bench-marking as well as identifying organizational improvements. The project was executed in two phases over a period of 52 months and included DCWASA’s Departments of Maintenance Services and Wastewater Treatment (i.e., the Blue Plains Advanced Wastewater Treatment Facility). The goals of the program were to reduce annual O&M costs by $20 MM and dependence on outside contractors $10 MM through the development of a smaller, multi-skilled and flexible workforce via operations and maintenance certification programs. Cert ification program development included a collaborative process that consisted of:• Executing a skill and training needs assessment• Developing an existing skills matrix• Analyzing work processes, procedures, policies, and practices• Developing new job descriptions• Developing certification policies• Developing a proposed pay incentive program and policy• Developing training and certification programs that included: o Operations and maintenance (O&M) certification examination preparation training modules o O&M site specific, hands-on training and certification modules o “Train-the-trainer” modules to improve supervisory mentoring skills• Implementing a computerized maintenance management system (CMMS – Maximo)• Developing and implementing a national maintenance training and certification program for water and wastewater maintenance personnelThe national maintenance training and certification program was awarded the American Academy of Environmental Engineers 2004 Grand Award in Operations and Management. Served as a manager on the program management team for Onondaga County New York’s combined sewer overflow and wastewater treatment plant improvement program. Coordinated the production of information management and document control systems with IBM representatives, the public relations strategies protocol document, and the water quality protocol document. Alcoa Remediation Program Massena, New York. Served as the Construction Quality Assurance Officer for Alcoa's design/construct hazardous waste remediation project. Was in responsible charge of a 24-person team working a double shift schedule with an annual operating budget exceeding $2.5 MM. Performed construction conflict resolution among client, state regulatory agency, design, and contractor personnel on a routine basis. Also responsible for producing, signing and sealing construction quality assurance reports required by the State of New York Department of Environmental Protection (NYDEP). The reports certified that the remediation of each of the 14 listed sites met design intent. Remedial activities included lime stabilization of soils and the placement of approximately 6 MM square feet of geosynthetics, 50K cubic yards of clay liner, 2,000 linear feet (lf) of bentonite slurry wall, and 1,600 lf of bio-polymer slurry trench. The scope of work included remediation of wetlands, inactive landfills, and drum disposal sites and the construction of a 20-acre multi-cell RCRA/TSCA type hazardous waste landfill. Capital value: $900 MM

Institutional Development Program, Egypt. Coordinated and provided technical assistance to private and public sector organizations as part of a capacity building program for water and wastewater projects in rural Egypt. The project required the development of program assessment reports for the United States Agency for International Development (USAID) that included over 70 projects in 13 Governorates. Work involved the coordination of communications with USAID, the Government of Egypt and local government organizations as well as the development of private sector consulting and construction industry capabilities. The latter involved the production of construction inspection and management training texts. Additional responsibilities included coordination of training programs in design, operation and maintenance, and facilities management. Fee Value: $4 MM

Coordinated a structural evaluation of suspect concrete tanks. Provided upgrade designs for an influent pump station, primary sludge removal, aeration system (conversion to the MLE process), secondary clarifiers and chlorination system. Produced a solids management option matrix. Rerouted solids handling ventilator discharge to the aeration basins for odor control. Converted disinfection to hypochlorite.Burlington, VT -Per a Consent Order, upgraded two wastewater treatment facilities (1.2 and 2.0 mgd) to advanced treatment. Site conditions included an abandoned landfill. Developed construction phasing requirements due to site limitations and restricted hydraulics. Project included rehabilitating existing anaerobic digesters. Odor control consisted of chemical oxidant systems and wet scrubbers. Evaluated biofilters, swirl concentrator regulators and auto-thermal thermophilic aerobic digestion installations (ATAD) in the Federal Republic of Germany.Littleton, NH - As part of a State Consent Order, designed and provided construction services for the upgrade of a 1.5 mgd primary to secondary wastewater treatment facility. The biological system utilized Orbal aerators and the MLE process. Clariflocculators were designed for secondary clarification and with the option for alum addition for phosphorus removal. Disinfection utilized in-channel UV.. Sized a wet scrubber for odor control, and aerobic digester and and a belt filter press for sludge processing.Pittsfield, NH - As part of State Administrative Order Action, provided upgrade design and construction services for 0.4 mgd aerated lagoon system to 0.6 mgd including an I/I study. Performed all related kinetic calculations and developed user and impact fees. Sized aspirating aerators and improved removal kinetics eliminating the need for an additional cell.

Chief Sanitary Engineer – City of Manchester, New Hampshire. Administrative responsibility for a 56 mgd regional wastewater and septage treatment facility with a staff of 30 people, an annual operating budget of $7.7 MM and an ongoing Capital Improvement Program (CIP). Accomplishments included resolution of chronic union conflicts; implementation of a sewer user fee updates; negotiation of wastewater and septage treatment inter-municipal agreements; negotiation of industrial pretreatment local limits; rehabilitation of existing incinerators; completion of incinerator permit point source emissions testing; development of a facility odor control program (waste fume incinerator and chemical addition); and performing a root cause failure analysis on existing ozone generator/contact chamber, fats oils grease (FOG) concentrator and surface aeration systems. Oversaw design and construction of a 13 mgd pump station, interceptor designs and construction, underground storage tank (UST) removal and product recovery system design, and formulation of a Consent Order mandated facilities plan. Provided review analysis of alternative sludge management options, including fluidized bed incineration, co-incineration with municipal solid waste, lime stabilization, composting, and pelletizing. Established funding mechanism for anticipated $400 MM CSO Consent Order program (an ongoing program in 2017).

Participated in the maintenance of the State’s operator certification program as a member of the wastewater operations section. Participated in the development of tests and wastewater operations training lessons. Conducted training and testing of operators. Conducted process monitoring and troubleshooting services for approximately 40 publicly owned treatment works (POTWs). Work required interface with both the State's design review and construction administration divisions. Additional duties included review of O&M manuals and NPDES permit compliance.

Produced O&M manuals, trained operators, and corrected Startup process issues. Produced user fee and industrial pretreatment programs and inter-municipal agreements. Provided odor control process unit design and process control recommendations. Odor control systems included chemical oxidant feed to the solids train, inactivation of biological activity in sludge holding tanks utilizing pH adjustments, wet scrubbers, demisting chambers, activated carbon and dilution air with exhaust stack extensions.
