Program Manager for Financial Systems Modernization at the Federal Aviation Administration, an $18 million - 28 month program. This program included the upgrade of the Department of Transportation's Oracle-based accounting system (Delphi) to R12, an upgrade to the enterprise Procurement system (PRISM) and its interfaces, a re-engineering of core accounting reporting systems, and all associated downstream impacts. We also implemented iSupplier for electronic invoicing for Grants with the eventual use for all vendor invoicing and payments. Manages a team of over 50 technical and functional resources.

Co-Chair for the ARB that established Enterprise Architecture strategy, technical roadmaps, and target-state architectures. Reviewed architectural designs from JRC level programs.

Established and led the ABA Project Management Office (PMO) and ABA IT Shared Services. Oversaw 15 Project Managers and Project Leads that support all projects for the Office of Finance (ABA). 30+ concurrent projects with an annual expenditure of over $20m which required coordination with multiple lines of business (LOB's), Operating Administrations (OA's), and stakeholders. We established the Systems Development Lifecycle and all deliverable and reporting templates to ensure consistency across the portfolio. The PMO was responsible for ensuring alignment, communications, and transparency throughout the project lifecycle. Additionally, this position required reporting to the Executive Project Review Board (PRB) which authorizes and reviews projects for the Office of Finance. For IT Shared Services, Oversaw IT Acquisitions, Budget, Change Management, Enterprise Architecture, and Project Management Policies and Governance. Briefed the Information Technology Executive Board (ITEB) and have provided suggestions and input for investment oversight and investment decisions.

Directed and managed a functional area's related planning efforts and activities, and provided alternative solutions to business needs. Managed multiple project management initiatives to meet customer business needs. Provided leadership and guidance to employees and suppliers in the development and implementation of business systems solutions. Communicated with multiple customers, Information Technology portfolio managers, Engineering managers, Senior Executives, and project teams to meet organizational goals. Developed and managed business cases to justify information systems project funding. Briefed the USPS Investment Oversight Board on new investment opportunities for electronic signatures and electronic return receipts as well as helped prepare investment packages for several other large investment (>$10m) opportunities. Led a team of several functional groups and oversaw the project plan and schedule. Approved all invoices and deliverables. Justified and secured project funding. Developed project cost estimates, proposals, and presentations for the Chief Technology Officer and others. Managed the USPS anthrax containment R&D program in conjunction with Johns Hopkins Applied Physics Lab.

In this position, I served as the program manager. I performed analytical, technical and administrative work in the planning, design, development, implementation and maintenance of information systems. I led a team of several functional groups and oversaw the project plans, schedules, milestones, and deliverables. I approved all invoices and deliverables. I justified and secured project funding. I developed project cost estimates, proposals, and presentations for the Chief Technology Officer and other executives. I worked with the contracting officer to award contracts to vendors. I established project teams. I worked with the teams to develop requirements, tasks, general and technical designs, test plans, and implementation plans. This position required coordinating with other functional groups to advance the development efforts of the project. We used a modeled system development life cycle (SDLC) approach to all of the information technology projects. In this position, I managed projects from vending machine automation, to GPS vehicle tracking and messaging, to overseeing the Concept of Operations (CONOPS) and design for a system to support the largest vehicle fleet in the United States (over 300,000 vehicles).

I served as the lead for application development supervising five programmers. I designed and developed computer application systems that used Oracle, Visual Basic, MS Access, and web applications. I prepared software design documentation such as process charts, flow charts, entity-relationship diagrams, technical design documents, architecture documents, etc. I managed large projects using MS Project. I interviewed and hired contractors to help build and maintain large systems. I found and worked with vendors to meet the needs of the organization. I developed nationally distributed software applications and managed their maintenance support. I developed a distributed system for the USPS medical team that saved over $10m annually for which I received a VP award. I used Oracle Designer 2000, Developer 2000, Oracle WebDB, Oracle Application Server, Jbuilder, Visio, Visual Basic, and Access to design and develop applications.
