I have 35 years of experience with Environment Canada in the provision of meteorological and oceanographic services to a wide variety of military, public and private sector users as well as nine years of experience as a consultant. More than 20 years of my Public Service experience involved managing large multi-disciplined services with budgets of several million dollars. During the last six years of my career, I served at the Executive level and was directly involved in the planning process for the restructuring of the Meteorological Service of Canada. As an executive I had significant experience providing advice to senior levels of management and participated in a number of Treasury Board submissions and Memoranda to Cabinet. I also have had national and international exposure in the realm of military oceanography, telecommunications, sea ice and remote sensing. I have acquired a wealth of experience in providing operational services and managing the associated staff and staff relationship issues that tend to surface due to the rigors of demanding deadlines and the stress of shift work. As the Director of the Canadian Ice Service, I gained significant insight into climate change in the Arctic and the potential impact that continued change will have on marine transportation and on ice activities in the north. Since my retirement from Environment Canada in 2004, as a consultant, I have routinely participated in a variety of projects mostly related to Arctic ice and ice information services.
