Inheriting an inefficient program scheduling function and aged cultural practices I believe led to poor performance, annual budget over expenditures, high levels of community, Councillor Complaints and ineffective contractor management. My research indicated annual budgets of approximately $6m, catered for twenty six Councillors, over one million constituents and a serving area of 1360km2. Analysing complaints I found common trends with communications and planning, specifically night works and major events. This led me to prioritising improvement actions. Initially I engaged and defined responsibilities, budgets and expectations. This ensured new draft plans were capable of meeting the needs of customers and operations. Regular stakeholder, customer and team meetings provided opportunity to promote, discuss and receive feedback. Through facilitation I provided technical and practical advice helped influence and balance discussions which resulted in agreed outcomes. Presenting new programs and scheduled function for rollout I outlined benefits which included short term wins from consolidation of specialised Park and Street Tree services, planned services within wards on a rotational basis, improved communications and planning, reporting templates, defined role responsibilities, standards of service and budget approval process. To provide formal endorsement, I developed Customer Service Agreements (CSA) for departments. This document outlined program expectations, service standards and associated budgets and aligned easily with new program and scheduling function. Following the new program and scheduling implementation Councillor and community complaints had reduced dramatically and as a result of CSA and improved communications, Operational teams reduced fleet downtime and increased productivity as a result generated additional tree mulch, recycled for Community needs and eliminated contractor reliance due to planned programming... All in a days work:).

This led to a series of meetings between departments where I extracted full extent of expanding works and established processes in place to consolidate costings. I drafted specifications for processing work, established standard operating procedures for risk management and produced report templates to capture proof of service and comply with legislative auditing procedures. As a result of this my department received additional program funding which prompted an organisational structure increase,to include additional teams. Additionally, specialised services were made available through recognised preferred suppliers; procured using the SOP’s and work specifications I established. The program and resources remains operational currently in BCC.
