This flagship programme has received universal acclaim for its delivery and business outcomes achieved across 43 Home Office police forces and has received several industry awards for its achievements. As NEP Director I led the development of the strategic vision, production of business case including approval through government processes, technical blueprint designs, standing up the delivery team including all third party contracts, on-boarding 43 police organisations, ongoing executive stakeholder engagement and progress reporting through executive boards and government committees. Reporting to the NPCC SRO and HO Public Safety Group.The NEP has raised the bar in the delivery of national police digital programmes in that it has succeeded where many have failed in the delivery of business and technology transformation across policing. It is now cited by NPCC as best practice for Police and Home Office programmes.

The strategic alliance was recognised as the most ambitious and advanced policing collaboration.During the first three years of this role I was seconded to lead the business services transformation programme to build the services from two organisations into one strategic alliance. This was achieved with no impact to operational services and implemented within an ambitious eighteen-month window. Significant technology achievements including merged ICT infrastructure, 80% of applications consolidated and single ICT support service.The later part of service included a full review of all information management services and all ICT services in two separate transformation programmes led by myself with external professional support. Through strategic vison, business case, operating model design and structure development two new business support functions of Knowledge Management and Digital Services were designed and delivered successfully.
