Leadership of design, implementation and running of a new national policing DDaT service covering strategy, innovation, technical (CTO), data (CDO) and integration and adoption of Home Office DDaT major law enforcement programmes, on behalf of policing.Responsible for the delivery and maintenance of; the National Policing Digital Strategy, national DDaT standards platform, national technology designs, NPCC data office, HO MLEP intelligent client function. This included service design, target operating model, set up of governance boards, recruitment and stakeholder engagement.

The Police ICT Company is a partner organisation to UK policing and supports policing to get more from technology investments and make better use of public money.In addition to providing good company oversight I have been actively involved in developing significant changes to broaden the remit of the company to become the co-ordinating and enabling centre for police digital, data and technology. This evolution has involved the development of a strategic proposal, engagement with executive stakeholders and presentation through policing governance groups and has resulted in wide scale support to evolve to a new Police Digital Service.

Leadership of a £80M+ national police transformation programme that has designed and delivered a blueprinted M365 platform, Identity Access Management suite and a National Management Centre cyber security operations centre. This flagship programme has received universal acclaim for its delivery and business outcomes achieved across 43 Home Office police forces and has received several industry awards for its achievements. As NEP Director I led the development of the strategic vision, production of business case including approval through government processes, technical blueprint designs, standing up the delivery team including all third party contracts, on-boarding 43 police organisations, ongoing executive stakeholder engagement and progress reporting through executive boards and government committees. Reporting to the NPCC SRO and HO Public Safety Group.The NEP has raised the bar in the delivery of national police digital programmes in that it has succeeded where many have failed in the delivery of business and technology transformation across policing. It is now cited by NPCC as best practice for Police and Home Office programmes.

Representing 54 law enforcement CIO’s the Chair is an elected role voted by the membership. NPTC’s remit is to both drive the improvement of the national digital, data and technology landscape and share innovation and best practice between law enforcement organisations. It acts as a strategic technical design authority in its advisory and assurance role for policing. NPTC Chair represents the CIO community across government and industry and carries out many public speaking engagements at seminars, events, and workshops including outside the UK.Achievements as Chair included leading the development of and authoring the first National Policing Digital Strategy 2020-2030 and becoming the trusted advisor to policing and the Home Office. Other notable successes include co-hosting, with Police ICT Company CEO, police digital summits both in person and virtual with c400 attendees from policing and industry and organisation of NPTC study tours to Europe and USA to ensure innovation opportunities are recognised and exploited across UK law enforcement.

CIO - Head of ICT provided the professional leadership for all digital services for the strategic alliance formed between Warwickshire and West Mercia Police. The strategic alliance was recognised as the most ambitious and advanced policing collaboration.During the first three years of this role I was seconded to lead the business services transformation programme to build the services from two organisations into one strategic alliance. This was achieved with no impact to operational services and implemented within an ambitious eighteen-month window. Significant technology achievements including merged ICT infrastructure, 80% of applications consolidated and single ICT support service.The later part of service included a full review of all information management services and all ICT services in two separate transformation programmes led by myself with external professional support. Through strategic vison, business case, operating model design and structure development two new business support functions of Knowledge Management and Digital Services were designed and delivered successfully.

Responsible for leadership of all organisational business support services including: ICT, Finance, HR, Comms, Estate, Transport, Purchasing and Information Management.Key leadership achievements over and above successful service and budget management included: Estate rationalisation programme achieving significant savings, fleet modernisation, implementation of technology platform to support operational mobility and public contact strategy including extensive community engagement.

Rising from Communications Manager to Head of ICT and providing the professional leadership and management of all resources required to deliver ICT services in support of the overall force aims and objectives. Including: £15M budget, ICT strategy, business planning, digital change programmes, service operations and major incident support and advice.Significant technology change programmes delivered alongside outstanding service operations, programmes such as: command and control, records management, networks, IP telephony, radio networks. A key achievement, that received a national award, was leading the delivery of the technology infrastructure to two multi-agency Justice Centres involving regional and national collaboration with partners and national government agencies.

Three-year apprenticeship alongside four years of study to achieve HND in telecoms engineering. Rising to Technical Officer in telephone exchange maintenance for three years and remaining service in management roles supporting business systems.
