The Marines (and Navy) have decided to manage their own infrastructure. Prior to this NMCI was the “owner” and manager. Wayne provided enterprise architectural leadership and support the USMC. During the 7 months he was there he developed several ConOps and SOPs for the operations sections of MCNOSC. The tools used were Excel and Word (extensively).

The Marine Air-Ground Task Force (MAGTF) Staff Training Program (MSTP), based in Quantico Virginia, provides training in MAGTF operations across the range of military operations, within the context of a Joint and/or Combined Task Force environment, to improve the warfighting skills of senior commanders and their staffs. The MAGTF Tactical Warfare Simulation (MTWS) system is the centerpiece of that program. Mr. Seth is the lead architect designing a major upgrade to that system.

The US Marine Corps Logistics Base requires a security based enterprise architect to maintain and implement applications residing on the USMC Global network. Mr. Seth has assumed that classified role.

Enterprise Architect, 4/2011 – 10/2012 Sierra Vista, AZFor the last year Mr. Seth has taken a sabbatical of sorts to hone his skills as an enterprise architect. During his last engagement, he was exposed to System Oriented Architecture and decided that he needed SOA to complete his skill set. As one can see from page 4 of this document, he has accumulated several certifications in the SOA and BPM realm over the last year. He is now actively pursuing employment on a full time basis in order to put that new knowledge to use.

SPAWARS is redesigning/restructuring the software system required to administer the maintenance/supply effort for the US Navy. Mr. Seth produced a high level, DoDAF 2.0 compliant enterprise architecture for the consolidation/restructure of the NALCOMIS software system to administer the maintenance/supply effort supporting tactical aircraft for the US Navy. The tool used was Sparx Enterprise Architect version 8 with DoDAF add-on, MS Visio, and MS Office. Shortly after Mr. Seth joined the effort, the budget for the project was restructured.

The Human Resources Command of Army G-6 has consolidated its operations at Fort Knox Kentucky under BRAC. Although Mr. Seth was originally hired to lead HRC's architecture effort, the government staff had other organizational plans. Mr. Seth is was put on leave of absence from SAIC awaiting redeployment. During the downtime involved, working with a team of technical and functional experts, Mr. Seth developed an operational architecture for a system to monitor the Federal telework initiative. Tools used were IBM Rational System Architect, MS Visio, and MS Office.

The Architecture Integration & Management Directorate (AIMD) of TRADOC has the mission of creating and integrating the enterprise architectures of the US Army. To accomplish this mission, AIMD has established Architecture Integration Cells (AIC) at all the major army forts. He was a member of the AIC located in the Army Intelligence School at Ft Huachuca. Mr. Seth served as a member of the AIC in the Army Intelligence School at Ft Huachuca. He was the principle architect for Geospatial-Intelligence (GEOINT). Tools used were IBM Rational System Architect, Sparx Enterprise Architect, MS Visio, and MS Office.

At the Army’s Enterprise Systems Technology Activity (ESTA), Mr. Seth contributed to a team producing a concept of operations document (CONOPS) describing the Global Network Services Center concept of the Army’s enterprise network. The tools used were IBM Rational System Architect, MS Visio, and MS Office.

At Electronic Proving Grounds (EPG) in Ft Huachuca (one of ATEC's family of test facilities), Mr. Seth collaborated on testing the software controlled Joint Tactical Radio System (JTRS) radio for the Future Combat Systems (FCS) program. He provided test planning, engineering, and test documentation including Test and Evaluation Master Plan (TEMP), test scenarios, test execution, interim and final test reporting. Tools used were MS Access database system, MS Visio, MS Office, and MS Project. Also used were the EPG proprietary tools "Starship", The Command Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Test Toolkit (CTTK), and "Test Talk"

Lead a team in developing Information Technology Infrastructure Services (network management and security, data center, service desk) proposal for Army Research Laboratory performance based contract. Tools used were MS Visio, and MS Office.

Mr. Seth prepared Basis of Estimate narrative for technical work scope involving hardware and software design related to Joint Tactical Radio System (JTRS Cluster 5) tactical radio. Wayne was responsible for Waveform Software and Test and Evaluation estimates. He worked as a Cost Account Manager using General Dynamics's proprietary Cost, Schedule System Report (CSSR)/Earned Value System, Cost Volume Proposals, and technical proposal preparation. Gained experienced with the software development estimating tools CoStar, COCOMO II, SEER-SEM, and MS Office.

The 9th Army Signal Command (NETCOM/9th ASC) has the mission to operate, manage, and defend (OMD) the Army's communication network. Mr. Seth was a member of the Enterprise Systems Technology Activity (ESTA) team assigned to accomplish the design/redesign of the systems in place to accomplish that mission. Mr. Seth was an Enterprise Systems Technology Activity (ESTA/NETCOM/9thArmySig) architecture team member engineering the redesign of the Army wide infrastructure (Global Information Grid). He functioned both as an enterprise architect and an architecture modeler. Tools used were Metis (now Troux), MS Visio, and MS Office.

Mr. Seth was manager overseeing fourteen (14) professionals preparing to perform an enterprise architecture study for Army Material Command. His principal role was to prepare FAR (Federal Acquisition Regulation) compliant documentation (Subtask Orders) for the team for several efforts that the team was assigned to and acquire government authorization for those efforts.

Mr. Seth oversaw the UNIX Kernel Testing component of the DII-COE effort. He managed and coordinated the efforts of the Joint Interoperability Test Command to test and certify various UNIX and Linux (Redhat) vendors to supply UNIX hardware and software systems to the

Mr. Seth provided consulting direction and guidance to 15 help desk, network management, installation, configuration, and information security staff. Under his direction, the technical staff was acquired, trained, and developed the network operating procedures for Warren Air Force Base, Cheyenne Wyoming. Tools used were MS Office and MS Visio

Mr. Seth was project manager/site manager staffing, training, and managing the US Army's central Network System and Operation Center (ANSOC). Beginning with a staff of 28 and finally ending with 120, his technical support activities included 24x7 Help Desk, integrating and deploying an HP-Open View/Tivoli/and Remedy trouble ticket system, deploying a Symantec Intrusion Detection System, development of a global CISCO network management team, development of a UNIX/Microsoft server administration team, development of a stand-alone UNIX/Microsoft training-test lab, development of implementation of a CD Juke Box system, and development of a security system for the Army Signal Command's Website

Mr. Seth team-taught several Visual Basic 4 and Visual Basic 5 advanced courses covering Integrated Development Environment, ActiveX, Object-Oriented Features, Data Access, Internet Controls, API Functions, and Multimedia.

Mr. Seth served as the RJC internal network/system administrator for the Phoenix office. He administered an MS Exchange 5.0 system and a Visual Basic/MS SQL 6.5 database system tracking RJC employees and candidates. He also worked on several systems analysis and software development contracts involving VB, Access, and MS Project. One project involved the analysis of two business systems for potential integration. Mr. Seth gained extensive experience using MS Project.

Integrated and installed several CYMA Medical Billing Systems, Accounting Systems, Scheduling Systems, and word processor systems, utilizing Novell Netware 2.2 and ELS II. Installed and maintained several MS Windows 3.1/Medical Billing/Accounting Systems. Designed, developed, and maintained a large Commercial Billing System for pre-paid dental plan, utilizing a CYMA Accounting System on a Banyan Vines network. Developed multiple database applications utilizing Paradox 3.0, 4.0, and Paradox for Windows. WIC (Women, Infants, and Children) WIC is a federal program designed to relieve malnutrition among poor and indigent families. Participated in the design of a system that could be used to control expenditures and flag abuses. He analyzed large amounts of data regarding the actual shelf prices for various food and package types in various types of stores in the New York area and collaborated to develop an application, utilizing Paradox 4.0, to compare baseline data with periodic regional surveys of various food package type, store type, and region types to determine the appropriateness of the reimbursement amount. Real Estate Tracking System Designed and implemented a network-based system (Novell 3.11) designed to track the status of real estate loans through the approval/non-approval process. The product utilized Visual Basic 3.0 and MS Access 1.1. Comcare Human Resources Application Designed and implemented an application that tracks continuing education requirements of clinical employees. Analyzed existing mainframe databases, using Paradox 4.0, to evaluate appropriate allocation of resources for a county wide public agency. Department of Water Quality Document Tracking System Developed an internal document tracking system to keep track of the cases, opinions, and legal depositions generated by 14 attorneys, utilizing Paradox 4.0. The system was modeled after the legal case law library system named "WestLaw."
