Responsible for developing, implementing and monitoring the project controls department for US portion of the ITER project (~$3B). Oversee a portfolio of 12 systems and ensure Earned Value Management principles are applied.

Support to the Spallation Neutron Source (SNS) project. Duties included the design and development of project control database systems for use with P3e and Micro-Frame Project Manager (MPM), the development of schedule and cost baselines, monthly schedule statusing, collection of corporate actual costs, earned value reporting, and production of monthly DOE reports. Responsible for assisting in the DOE semi-annual reviews of the SNS project management systems. The $1.4B construction project was completed ahead of schedule and under budget.

Responsible for Computer Applications, Program Management, and Technical Support groups. Provided senior level guidance on major computer application development projects and program management / project control tasks. Key areas were the designing, developing, documenting, and staffing of projects for the Department of Energy (DOE) East Tennessee Technology Park (ETTP) Maintenance Distributed System (MDS); the Waste Information Tracking System (WITS) in support of Computing & Telecommunications Support (C&TS) at the DOE Y-12 Plant; and the Hazardous Waste Remedial Actions Program (HAZWRAP) Environmental Management Services Business Area.

Responsible for all projects relating to ER, i.e., implementation and completion of site investigations, facility characterizations and assessments, procedural development and enforcement, and pollution prevention and waste minimization services. Supervised staff providing programming, document reviews, training, and project management. Supervised regulatory staff, which used CERCLA / RCRA / NEPA integration methodology to provide proper responses to various statutory compliance and environmentally-sensitive issues for ER clients. Managed projects providing complete subcontractor oversight and contract administration; developed and managed client environmental projects from initial scoping through clean closure.

Provided project management and programming support to the HAZWRAP office. Duties included cost control (C/SCSC), scheduling, development of Work/Organizational Breakdown Structures, resource scheduling, and customized reporting. Designed and developed a Cost/Schedule Tracking System for the Southwestern Laboratories and Nevada Support projects. Cost/Schedule Tracking System used internally by HAZWRAP to provide tracking and projecting of task costs for internal and external reporting. Served as Task Leader in the design, development and implementation of numerous project management training courses. Provided technical advice, guidance, and consultation to personnel of all skill levels and is capable of structuring classes to meet the needs of the company or individual.

Responsible for providing programming, analysis, and project management support to the Oak Ridge field offices. Responsible for utilizing, demonstrating, and marketing Open Plan project management software, used to manage large projects and produce cost curves, Gantt charts, bar charts, networks, and resource histograms.
