During his tenure at Warrior Group, Wayne and three business associates Mike Bowers, Ben Bell and Dan Stratton formed BSL management to build 400,000 square feet of modular barracks at three army bases and lease those barracks to the United States Army for six years. Wayne was instrumental in winning the project for the partnership which was, at the time, the largest modular project constructed. Wayne was instrumental in winning the project for the partnership which was, at the time, the largest modular project constructed. The facilities were eventually bought by the Army and Wayne's $800,000 in proceeds from the sale were the seed money for the growth of the Warrior Group. That project was the catalyst for Wayne's idea to build permanent modular barracks. His initial meetings with Hensel Phelps and Fleetwood Homes convinced them to change their business model, leading to a transformation of the modular industry. First, Wayne convinced Fleetwood Homes to build permanent two-, three-, and eventually four-story residential apartment style structures that had never been attempted. Wayne also convinced Hensel Phelps to embrace the speed of fabrication and eventually partnered to build over $400 million in permanent army modular residential structures throughout the southwest.
