Disaster Response and Recovery Officer (DRRO), Virginia Region VII/National Capital Region (NCR), has the responsibility of building stakeholder partnerships and integrating emergency management and homeland security programs while regularly providing hands-on, all-hazards emergency management support.Supports regional planning, response, safety, and field operations during incidents. Serves as an agency representative and a liaison for state and local partners and stakeholders. Ensure adequate support to localities while performing field-level agency disaster response and recovery activities. Coordinate the integration of related program activities consistent with the mission of Virginia Department of Emergency Management (VDEM) and the Commonwealth Emergency Management system. Interpret VDEM plans, policy and procedures with stakeholders. Coordinate, deliver and monitor activities in the development and maintenance of emergency management programs for localities. Provide a full range of planning, training, exercises, fiscal and operational guidance in the delivery of all phases of emergency management (prevention, protection, mitigation, response and recovery). Serve as Commonwealth of Virginia (COV) representative to several Metropolitan Washington Council of Governments (MWCOG) subcommittees. Virginia Region VII/NCR supports 10 localities serving 2.7 million people in Northern, VA, and the COV representative to the NCR, working daily with our partners in Washington, DC, State of Maryland and the Federal government.

• Supervised Federal and contract staff managing the Public Health and Emergency Medical Countermeasure Enterprise (PHEMCE) Integrated Program Teams to ensure desired outcomes are achieved. • Managed the coordination and integration of Material Threat Assessments to inform PHEMCE Requirements processes. • Coordinated Terrorism Risk Assessment updates with Analytic Decision Support and the Department of Homeland Security to ensure alignment with PHEMCE processes. • Represented HHS on several White House - National Security Council Sub Inter-Agency Policy Committees (SubIPCs).o International Chemical, Biological, Radiological and Nuclear (CBRN) Response – subIPC. Ensured HHS/ASPR equities were met while working closely with partners including DHS, USAID, State, and Defense. o Served as the primary HHS representative on Chemical Weapons Policy and Biological Weapons Convention subIPCs.• Represented HHS/ASPR while contributing to the National Research Councils Disasters Roundtable focusing on An Whole-of-Government-Approach to international incident management for CBRN Incidents. • Led the effort to support ASPR Office of Emergency Management (OEM) leadership in the adaptation of the PHEMCE process to assist OEM in strategic capabilities based planning and priority setting. • Contributed to the development of the PHEMCE Preparedness Assessment effort as the PHEMCE strives to understand and articulate how prepared we are within a given threat space. • Served as the Federal point of contact for Nuclear Sector infrastructure owners and operators requiring assistance in incident management and protection planning. The Emergency Services Branch Director (ESBD) reports to the Operations Section Chief (OSC) and serves as the focal point for tasking, coordination of plans, and the special considerations of each Emergency Support Function (ESF) assigned to the branch. ESFs most often assigned are ESFs 4 (Firefighting), 8 (Emergency Medical Services & Public Health), 9 (Urban Search & Rescue), 10 (Oil & Hazardous Materials Response), and sometimes 13 (Law Enforcement). • Served as the Emergency Services Branch Director (ESBD)for the FEMA response to Joplin, Missouri (DR-1980-MO). - In Joplin, I worked closely assisting the Missouri Incident Management Team as the FEMA lead in the Joplin-Jasper County Emergency Operations Center.-Also worked closely assisting the City of Joplin and Jasper County Emergency Management Director in support of Missouri.• Served as the Emergency Services Branch Director (ESBD)for the FEMA response to the flooding in Mississippi (EM-3320-MS and DR-1983-MS).- While in Mississippi, I also served as the Federal lead at Emergency Services - Task Force Yazoo in Yazoo City, MS where more than 200 responders were staged; integrated and poised to respond in the event of a main-line levee breach.• Served as the Wake County – Geographic Branch Director for the FEMA response to the North Carolina tornados (DR-1969-NC) • Japan Earth Quake, Tsunami and Radiological event- Served as the FEMA operational liaison officer to USAID supporting their Response Management Team (RMT).- Served as a Radiological Subject Matter Expert (SME) to FEMA working groups.

• Served as the Reasonable Assurance Unit (RAU), leading a headquarters staff of four.• Experience analyzing and evaluating the effectiveness of key programs to ensure an accountable exercise program impacting 145 million US Citizens living near the 64 operating commercial Nuclear Power facilities.
