In prior years, maintenance on the vessel had been neglected resulting in nuisance shutdowns and a growing likelihood of significant HSE and production impairing incidents. In three years of operation, Wayne and the CLJOC TBVN Operations Team have completed over 23 months without a recordable incident, improved the direct operating efficiency of the FPSO, repaired all of the high priority anomalies on the vessel, and significantly reduced flared gas volumes. Safety – In 2009 during the first full year of CLJOC operation, the TBVN experienced three recordable safety incidents and ended the year with a TRR of 1.90. Wayne and the TBVN Operations Team successfully executed a very intense 2010 and 2011 (through Aug) work program without a recordable safety incident (TRR of 0.0). Specific focus areas have included training and competency of both CLJOC and contract personnel, hazard identification, and implementation of eight broad targeted safety campaigns throughout 2010 and 2011. A&OI – In 2008, after five years of minimal facility maintenance investment, severe external corrosion existed on the TBVN. In 2009, five extensive surveys (visual, photographic, MPI, UT and thickness checks) were performed throughout all systems (process, marine, piping, deck). Anomalies identified in these surveys were prioritized and during 2010 and 2011 all inherited “Category III - Significant Anomalies” and a majority of the “Category II - Medium Anomalies” were repaired. DOE – In 2008, DOE on the TBVN was 93.4%. Wayne and the CLJOC TBVN Operations Team have significantly reduced lost production opportunity events (2009 DOE – 96.3%, 2010 DOE – 98.2%, 2011 DOE – 97.4% ). This was achieved through a significant reduction in unplanned downtime (5.3% in 2008, 2.2% in 2009, 0.7% in 2010, 0.3% in 2011) as well as optimization and effective execution of planned downtime events, and improved maintenance strategies with major rotating equipment.
