Providing assistance to a Foundation which performs work for and furnishes services in connection with low and moderate income housing developments, and endeavors to authenticate fine art paintings and historical works. In this role, Bell is performing real estate and legal consultation services, and reviewing and evaluating partnership, sales, and development agreements, among other things. Also, he has interacted with officials of municipalities regarding various issues, including those pertaining to utilities and property development permitting and approvals. With regard to artwork, Bell has taken part in the analysis of two paintings attributed to Gauguin. One is a piece on burlap of a Tahitian woman and, in connection with that work, Bell helped arrange an electron microscopic analysis of paint samples to determine the pigments and materials used. Further, he did research and evaluation of that and another painting in light of all known Tahitian-based works by the painter, and an in-person review of Gauguin artwork at the Boston Fine Arts Museum. He is also endeavoring to authenticate a Picasso painting. Moreover, he examined and conducted extensive research on and provided an analysis of an original draft of a letter attributed to Lincoln. In addition, and separately from his work for the Foundation, Bell has engaged in litigation, pursued to discipline a professional standards code matter against a California Realtor, has been involved with a limited conservatorship appointment, worked on community land use issues, and has done legislative, regulatory, and (continues to do) legal/strategic/expert consulting regarding administrative, licensing, and real estate-related matters. Bell's services have been performed for Camshaft Capital, Compass Real Estate, eXp Realty, and others. Bell is also associated and working with Tweener Homes, which operates a digital marketing platform that facilitates the rental of furnished single family homes for 1-12 months.

Appointed by Governor Jerry Brown and confirmed unanimously by the California State Senate, Bell - who has experience in the public, private, and non-profit sectors - oversaw the licensure and regulation of approximately 419,000 real estate agents, and certain mortgage loan originators. He also enforced the California Real Estate Law and the statutory laws regarding the issuance of public reports for the initial sale of new residential subdivision properties, oversaw the Vacation Ownership and Time-Share Act, and was responsible for a staff of over 330.Represented the agency (which was at times both the CA Department of Real Estate and the CA Bureau of Real Estate) before the Legislature and State, federal, and local government entities, professional organizations, stakeholders, licensees, consumer groups, the media, and the general public.Engaged in collaborative and inter-governmental efforts to identify and combat multiple varieties of real estate and mortgage fraud (including that pertaining to home foreclosure rescue and timeshare resales). In July 2013, U.S. District Court Judge Stephen V. Wilson rejected federal constitutional challenges to the imposition of discipline against a licensee by Bell, as Commissioner, through application of a State law (Senate Bill 94) which prohibited the collection of advance fees for home loan modification services to a contract that pre-dated the effective date of the statute. Cal July 2, 2013).Focused on achieving the goals and priorities established, endorsed and/or advocated for by Bell, as Commissioner, including broad outreach and adding public value, championing public protection in real estate matters, promoting an active engagement and maintaining a dialogue with those persons who are interested in and served by the work of the California Dept of Real Estate, and enhancing the timeliness and the effectiveness of what is done by the department.

In this job, Bell represented the Department of Real Estate in a variety of legal, policy and administrative capacities. He also served as the department's Special Liaison to the Department of Justice (2010-2013).

In addition, Bell was an Alternate Member of (and participated as a member of) the Board of Directors of the California Housing Finance Agency by delegation from the Acting Secretary of the California Business,Transportation, and Housing Agency (2012-2013).

During this time Bell was also a Special Counsel to the Governor's Legal Affairs Secretary. Also, he was a member of the Coordinating Committee of the California Lake Tahoe Interagency Council (2001-2005). Moreover, Bell was a primary point/resource person for the Agency Secretary (who later served as the Administrator of the U.S. Small Business Administration from 2014-2017) in connection with her role as a governor of the California agency which manages the power transmission grid/system that delivers electricity in California.Under Governor Brown's Government Reorganization Plan of 2012, which became effective on July 1, 2013, the transportation activities and associated oversight responsibilities of the Business, Transportation, and Housing Agency were combined into a new California Transportation Agency, and the business and housing-related activities and functions were placed into a new Business, Consumer Sevices, and Housing Agency.Prior government service consists of an internship in the California Governor’s Office in 1976, during which Bell focused on laws and regulations affecting, and proposed policy recommendations relative to, the use of physician’s assistants and nurse practitioners to maximum efficiency in California’s medically underserved areas. Propounded policy recommendations for the California Health Manpower Policy Commission - Third Annual Report to the Legislature (December 1976), and presented findings concerning the employment of allied health personnel in physician shortage areas to the Commission, in July 1976, at Stanford University. Also, served as a gubernatorial appointee on the California State Advisory Council to the Legal Services Corporation (1982-1988), and appointed by the Mayor and City Council of Manhattan Beach, California to that City’s Board of Appeals for Handicapped Accommodations (serving as Chairman) (1986-1988).

Also served as a Trustee and the Secretary of The Ralphs/Food 4 Less Foundation (1995-1999), and was a Western Region Counsel for The Kroger Co. in 1999.Before his employment with Ralphs Grocery Company, and among other engagements, Bell worked as a lawyer in law firms (including practice as a civil litigator) and private businesses, as a legal consultant, and as a project manager for a developer of senior housing.Additionally, licensed (except while the license was on "government service status" while Bell worked as Chief Counsel and later Chief Officer of the California Department and Bureau of Real Estate) as a California Real Estate Broker since September 1988.
