Further, he did research and evaluation of that and another painting in light of all known Tahitian-based works by the painter, and an in-person review of Gauguin artwork at the Boston Fine Arts Museum. He is also endeavoring to authenticate a Picasso painting. Moreover, he examined and conducted extensive research on and provided an analysis of an original draft of a letter attributed to Lincoln. In addition, and separately from his work for the Foundation, Bell has engaged in litigation, pursued to discipline a professional standards code matter against a California Realtor, has been involved with a limited conservatorship appointment, worked on community land use issues, and has done legislative, regulatory, and (continues to do) legal/strategic/expert consulting regarding administrative, licensing, and real estate-related matters. He also enforced the California Real Estate Law and the statutory laws regarding the issuance of public reports for the initial sale of new residential subdivision properties, oversaw the Vacation Ownership and Time-Share Act, and was responsible for a staff of over 330.Represented the agency (which was at times both the CA Department of Real Estate and the CA Bureau of Real Estate) before the Legislature and State, federal, and local government entities, professional organizations, stakeholders, licensees, consumer groups, the media, and the general public.Engaged in collaborative and inter-governmental efforts to identify and combat multiple varieties of real estate and mortgage fraud (including that pertaining to home foreclosure rescue and timeshare resales). In July 2013, U.S. District Court Judge Stephen V. Wilson rejected federal constitutional challenges to the imposition of discipline against a licensee by Bell, as Commissioner, through application of a State law (Senate Bill 94) which prohibited the collection of advance fees for home loan modification services to a contract that pre-dated the effective date of the statute.
