As Vice President of Managed Systems, I oversee the teams responsible for supporting, Maintenance, Enhancements, Support, and Hosting for CDP's WIC MIS customers. CDP currently provides MIS services for over 35 WIC State agencies and six different systems.

As Director of Recruiting and Resource Management at CDP, it is my job to work with department heads, team leads and CDP executive staff to determine our resource levels by department, project and team. I work with project leaders to present the workload and financial case to the executive team. Depending on the job type and role we are filling, I have a large network of recruiters and staffing agencies as well as posting jobs on our company website. I attend local job fairs and am working on making contacts with local schools and universities. My job is do whatever it takes to get quality candidates in front of the hiring manages to interview and coordinate and track the progress to fill openings as quickly as possible.

In August 2013, CDP was awarded a contract to take over development of the State Agency Model WIC application SPIRIT. I am the product owner on this project. In this role I will work with members of the SPIRIT Users Group to flesh out requirements for enhancements and maintenance of the SPIRIT WIC system. I will take those requirements, turn those into user stories and work with my team to development a cost estimation for the proposed changes. If the cost estimate is approved, I will add and prioritize the stories into the development teams work queues. In August 2013, I also took over the lead product owner role of the KY WIC Clinic system. This is a system that I had worked with before in my career at CDP before moving over to initial development team of the WIC Direct EBT project. I am excited to be back working with KY WIC and further enhancing their WIC clinic system. In this role I will attend meetings with KY WIC staff and gathering requirements and priorities of changes to the system. I am currently the product owner for the Iowa and North Dakota WIC MIS system that CDP won a maintenance contract to take over support in March 2012. As product owner of this product I meet regularly with project managers from both states, gather requirements, troubleshoot issues and relay the information to a team that consist of .NET developers, database developers, quality assurance staff and technical writer. I am still the product owner for the data warehouse CDP is developing for KY WIC and eWIC reporting. In this role I work with other product owners and occasionally with their clients to gather the requirement for the reports and the data needed from their system to produce the reports. I then work with my team to develop import the data from the source system into our data warehouse and cleanse and transform the data to be used in a cube. My team also produces reports and data exports that will be used by these other systems.

WIC Direct is an online WIC EBT solution that CDP developed and deployed for the Commonwealth of Kentucky in partnership with the Nutrition Services Branch of the USDA. Currently, 58 retailers are using WIC Direct. Mr. Smith manages a team of project developers, facilitates software updates to meet changing needs, and maintains the project budget. Here are some specifics:Managed the only open-source, on-line WIC/EBT project in the world, which has been responsible for processing over $2,000,000 in WIC EBT transactions and approving 180,000 transactions from 58 retailers Coordinated development of 10 concurrent projects Developed the first operating budget for the multi-million dollar Kentucky WIC/EBT projectDeveloped WIC Direct system that meets ANSI X9.93 specifications Served as lead presenter and functional demonstration expert for Federal and State WIC personnel, local WIC staff, and third party providers on the state's WIC/EBT program

Wrote specifications, estimated costs of new projects, and supported day-to-day operation and conversion to web-based applications for the WIC system. Some of the new projects added to the system during this time were: BF Peer Counseling, Automated Growth Charts, Risk Calculations, Competitive Pricing, and Revalidation. Here are a few detailed accomplishments:Led development of WIC MIS system managing 185 clinics across the Commonwealth of Kentucky, which processes over 4,200,000 checks annually and reconciled over $100,000,000 per yearSupported over 130,000 WIC participantsWorked directly with WIC staff to implement software changes, reconcile balances, and support a wide array of customer needs Oversaw development of specifications for changes to the system in compliance with the federal Functional Requirements Document (FReD)Oversaw development of export files to integrate WIC data with TIP reporting, Participant Characteristic Analysis, and the Center for Disease Control

Provided routine maintenance of applications and new development for WIC applications, including development of changes to the existing system and designing new portions of the system.
