Contributed to design of USAID-funded public health programs in Zimbabwe, particularly for HIV-prevention and AIDS-treatment programs across country; received Zimbabwe Award for Excellence in Health Program Design (2012). Performed analyses of health sector data to determine trends in both utilization of and access to critical health care services. Coordinated health sector assistance for Zimbabwe with across U.S. government agencies (including with U.S. Department of Health and Human Services, Centers for Disease Control, Department of State) and other international donor organizations such as UNICEF, World Health Organization, UKAID, UNAIDS, UNDP.

Offered technical guidance related to program design, analysis and evaluation for international health programs in the developing world in child health, HIV/AIDS, malaria, reproductive health, family planning, sector assessment, social marketing, sector strategies, community participation and monitoring & evaluation systems. Provided technical guidance for USAID-funded efforts in Iraq to re-establish and strengthen health services; coordinating health assistance for Iraq with the U.S. Department of Health and Human Services, agencies of the U.S. Department of Defense, UNICEF, the World Health Organization, the World Bank, and other donors; and, interface with the National Security Council of the U.S. Recognized for "Technical Excellence in Support of Iraq Reconstruction" in 2005.

Led $88 million program to improve the performance of health care workers in the developing world. Activities spanned 17 countries in Africa, Asia and Latin America.

Rabat, Morocco

Provided overall direction and supervision for U.S. development assistance programs to Morocco in population, public health, post-graduate education and primary education. Managed two bilateral public health programs with budgets up to $52 million and several centrally-funded population and health activities. Coordinated with World Bank, UNICEF, European Union, World Health Organization and other organization in social sector programs for Morocco. Liaised with officials of various Moroccan ministries responsible for social sectors.Regularly reviewed Moroccan policies for social sectors and advocated for more active mitigation efforts for HIV/AIDS in Morocco. Reviewed Ministry of Health's strategy for reducing maternal mortality; analyzed maternal mortality trends and developed new approach to link communities with improved maternal health facilities at secondary and tertiary levels.

Analyzed social sector trends and recommended program interventions to improve social sector (education, health, etc.) performance for countries in region. Supervised 6 multi-disciplinary professionals and 2 clerical staff. Provided technical assistance to country programs in education, population, HIV/AIDS, health, nutrition, and governance and democracy for the countries of North Africa and Middle East.

Increased role of private sector in making commercial oral rehydration products more widely available and acceptable for use in national child survival programs in over 45 countries. Led dialogue with international health experts and World Health Organization.

Performed regional trend analyses for health (focusing on child survival and maternal health) and population sectors for countries of South and Southeast Asia. Identified policy-dialogue opportunities for these sectors within region.

Amman, Jordan

Designed and negotiated first two bilateral population projects in 35-year history of U.S. development assistance to Jordan, focusing on relationship of birth intervals to improved maternal and child health. Facilitated policy dialogue on health financing reform and the potential for increasing private-sector provision of health care services.

Designed and managed multi-million dollar program in family planning for contraceptive service delivery in both public and private sectors. Developed approaches for socially marketing oral rehydration salts and other public health products through commercial distribution systems of Pakistan.
