Vice President Of Information Technology, CioCal Poly Information Technology Services Jan 2016 - Apr 2024San Luis Obispo, California, UsI've spearheaded 10 projects here, beginning with the first campus-wide system refresh in 7 years. I initiated and accelerated campus modernization, which entailed moving the campus data center to Amazon Web Services, which required staff retraining, realigning the division's work from "idea to service" model to match Information Technology Service Management principles, and including Security Staff in all DevOps teams to ensure secure design. This cloud-based data center opened opportunities to digitize the learning environment before the COVID-19 outbreak. By the beginning of 2020, the project to virtualize the computer labs was underway, as was the implementation of a cloud-based Learning Management System and Zoom provisioning to campus. In mid-March, when all instruction went virtual, the IT organization took these projects from beta to production in three weeks to enable virtual learning and save courses from being canceled because of a lack of access to computer labs, etc. I also upgraded the Cybersecurity Center to exceed university needs and founded an advanced training cyber range.• Collaborated with Cal Poly and other stakeholders to establish and currently lead the Centra Coast Cyber Forensics Lab (CCCFL) and California Cybersecurity Training Complex (CCTC).• Briefed the California General Assembly and members of the California delegation to the US Congress, which resulted in the development state and Federal bills related to cyber issues.• Saved $20M in capitol hardware expense by transitioning the institution from hardware-based data center to the cloud.• Fully directed a 134-member team, keenly cultivating an inclusive and healthy environment.• Managed a system that supports 45,000 student logins to the virtual computer lab each quarter.• Conceptualized and implemented an ITS marketing and communication plan for modernization while addressing technical debt. -
Visiting Director Of Cal Poly’S Cybersecurity CenterParsons/Cal Poly San Luis Obispo Jan 2015 - Aug 2016Parsons, a technology-driven engineering services firm with expertise in defense, intelligence, and cybersecurity, is pleased to announce that William J. “Bill” Britton, Vice President for Cyber Strategy, will serve as the Visiting Director of Cal Poly’s Cybersecurity Center, effective January 5, 2015. In this role, Mr. Britton will be responsible for leading Cal Poly’s cyber initiative into a nationally prominent center that includes educational, research, outreach, and partnering activities. The goals of Cal Poly’s cyber initiative—which includes hardware and software, facilities, and curriculum development—are to produce qualified graduates in computer science with a cybersecurity specialization as well as to educate them in advanced engineering, science, and business applications of cyber technologies and systems. The initiative is also aimed at preparing students for service in support of the national defense industry and intelligence community as well as for advanced study and applied research. Debra Larson, Dean of the Cal Poly College of Engineering, stressed the timeliness of Britton’s appointment, “Both private and public sectors in the world today conduct business via the electronic highway, but we are daily confronted by news of cyber attacks that are disruptive to our economic health and security.” She added, “With Bill’s help as the Parsons Visiting Director of the Cybersecurity Center, we will foster the talent and create the workforce to ensure the safety of cyber space. In fact, the active cooperation between Cal Poly and Parsons signifies a new model for university/industry relations in which we work shoulder-to-shoulder to advance education opportunities. Parsons is literally putting their expert in our wheelhouse, and we are grateful.”

Vice President For Cybersecurity StrategyParsons Nov 2013 - Dec 2015Chantilly, Virginia, UsDuring the Parsons acquisition of SPARTA, I organized and oversaw the transformation of SPARTA's business processes. I drafted and presented proposals for development of the Cyber Innovation Center, a cross-discipline environment that connected Operations Technology (OT) and Information Technology (IT) communities. This focused on supervisory control and data acquisition (SCADA) concepts and offered hands-on demonstrations of cyber targeting issues in both government and commercial settings. I also served as a subject matter expert (SME), generating groundbreaking solutions to complex issues.• Positioned company for a $400M opportunity by constructing an industry-leading capture team, winning a significant cyber contract.• Controlled a portfolio of more than 500 development efforts, acquisition targets, and operational efficiencies, which opened up multi-million dollar prospects.• Launched the original technology center that mixed infrastructure and cyber work on display for customers. -
