Strategic / CI Planner at a Combatant Command for the Director of Operations. Provides expertise in the synchronization of strategic planning and execution of political and military activities required to achieve Command objectives. Plan and coordinate inform and influence operations to shape consumer audience behaviors in target areas, including design & production of tailored human and electronic delivery of themes and messages to achieve strategic marketing objectives. As a member of a strategic planning group, provides onsite expertise in the planning, execution, and assessment of strategic planning objectives, plans, and orders, the development of strategic planning policy, doctrine, and SOPs, and the evaluation of strategies, plans and policies in support of Command priorities, to include IO and Cyber. Experience with developing and integrating strategic planning requirements within campaign strategy, plans, and orders. Familiar with Joint Operation Planning and Execution System (JOPES), Adaptive Planning and Execution process (APEX) and Military Decision Making Process (MDMP). Assists in Combatant Command led, high-priority planning, synchronization, and implementation efforts involving Component Commands, other key Combatant Commands, the Joint Staff, the Office of Secretary of Defense, Interagency, Multinational, Coalition and Regional Partners. Experience with planning, targeting, synchronization and assessing strategic planning requirements within full-spectrum operations.

As Team Lead, guided a team of personnel focused on developing global Counter-Threat Finance intelligence related to a subject of interest. The team developed tools, and Tactics, Techniques, and Procedures (TTPs) in support of DoD and Combatant Commands. It provided Research, Development, Testing and Evaluation (RDT&E) of software tools to automate parts of the analyst process in support of DoD and Combatant Commands. As Subject Matter Expert II, provided intelligence and operational support to a Combatant Command's missions and planning efforts concerning countries and groups of interest. Served as a Charter Member initiating CT Pattern Analysis Section in Tampa. Integrated multifaceted intelligence systems to develop new, robust analytic environment for intelligence analysts supporting Director of Plans and Operations for world-wide contingency operations. Tested and implemented new software programs for developing environment. Conducted research and analysis by screening all-source intelligence reporting, assessing and summarizing evaluated and previously unevaluated information, and discriminating threat information from this all source intelligence. Utilized developing software to fuse information into actionable intelligence and disseminate warnings and threat analysis.

Served 26 years in the United States Marine Corps in various Intelligence capacities - active duty and reserves. Conducted and managed collection (CI / HUMINT), planning, support, and all-source analysis on various threats to the Marine Corps and several USG organizations. Served as the TFCICA as an initial charter member of the JTF-HOA J2X, the first Marine Corps established JTF. As initial charter member, recruited and trained the initial leadership for IPT-2, C Co, Intelligence Support Battalion. Served in Operations Enduring Freedom, Iraqi Freedom, Desert Shield, Desert Storm, and Desert Stay.

As Program Manager, managed contractors for U.S. Central Command's CI Branch to include personnel, budgeting and reporting issues. Authored and staffed FCIP IPOM budget, the FCIP FINPLAN, and the GDIP Executable budget. As Contract’s Manager, produced Rough Orders of Magnitude (ROM) for contract expansions, new contracts, and contract renewals. Coordinated with the MacDill and U.S Central Command's Contracting Offices to facilitate the renewal, modification, funding, and support of new and existing contracts. Produced Monthly Performance and Cost Reports for customers, to include monthly activities and budget information.

Served as Vice President and Chairman of Officers’ Loan Committee, Secretary of Directors’ Loan Committee and Chairman of CRA Committee. Supervised Loan Administration Department, Consumer Collections, and Recovery. Directed the decrease and removal of classified and criticized commercial loans. Underwrote commercial loan and commercial real estate loan proposals for approval by multi-level loan committees. Approved draw requests, and oversaw all aspects of loan origination. Monitored commercial loans compliance with covenants, policies, and regulators. Managed the overall operations of several banking centers. Analyzed, structured, and approved consumer loans for qualified customers. Trained and updated banking center personnel on new and existing products and procedures.
