Webb Roberts is chief data governance architect and technical lead for NIEM, National Information Exchange Model: an extensible, multi-domain, cross-organizational, machine-to-machine data exchange model, managed as a collaboration between United States Department of Defense (DOD), Department of Justice (DOJ), Health & Human Services (HHS) and Department of Homeland Security (DHS). NIEM currently has a core model and domain-specific content for 14 domains including international trade, justice systems, ground transportation, military operations, agriculture, biometrics and more throughout the United States Federal Government, state governments, Canada, NATO, and other countries. Within the core model and 14 domains there are currently over 15,000 data-definitions.Examples of NIEM implementations include:• Amber Alerts: allowing distribution of real-time alerts of child abductions to thousands of municipalities and millions of individuals and organizations.• Disaster Assistance Improvement Program: allowing organizations and individuals to request assistance from 17 US government agencies through one system.• Health & Human Services: allowing information exchange between social services departments to efficiently provide healthcare, housing, and child-placement services. Mr. Roberts is the technical lead of the NIEM Technical Architecture Committee (NTAC) and technical liaison to the NIEM Business Architecture Committee (NBAC). In this capacity Mr. Roberts leads technical talks, writes technical specifications and white papers, and consults with government entities implementing NIEM as their data management and interchange strategy. Mr. Roberts collaborates with United States Generals, Chief Data Officers, Chief Information Officers, and technical specialists at all levels to bring the efficiency and power of NIEM throughout the world.

This program develops and maintains a large, reusable, data model, featuring a numerous domains, contributors, and participants. The data model is developed through cooperative, distributed governance across government within the US.• Head of the NIEM Lead Developer team. Responsible for planning activities within budgets and schedules, and for interfacing with US government sponsors, the NIEM Management Office, and NIEM governance committees.• Worked closely with the NIEM government sponsors and managers, supporting NIEM operations through transition from Global Justice XML Data Model (GJXDM) under US Department of Justice's Bureau of Justice Assistance, to the NIEM Program Management Office under the US Department of Homeland Security, to the NIEM Management Office within the US Department of Defense Joint Staff J6.• As Lead Developer, worked closely with the NIEM Technical Architecture Committee (NTAC) to develop the technical architecture for NIEM. Drafted, developed, and presented issues, candidate solutions, and recommendations. Vetted proposals through the governance committees, and produced websites, papers, technical documentation, and software prototypes describing resolved methods and artifacts.• Was primary author of NIEM's technical specifications. Wrote the NIEM Naming and Design Rules, which is the NIEM's principal description of how to write, reuse, and verify large multi-domain data models using XML Schema, and which includes executable rules for validating the format of schemas. Also was lead author of specifications for the definition and use of code lists, the use of JSON, and rules for version management of data models. -
