The Defense Business Board provides the Secretary and Deputy Secretary of Defense, as well as other senior leaders, trusted independent and objective advice which reflects an outside private sector perspective on proven and effective best business practices for consideration and potential application to the Department. As Deputy Director I am responsible for supporting the DBB members in identification of “Best Business Practices” from the private sector to leverage on in public sector operations through recommendations to the Secretary and Deputy Secretary to assist them in the formulation and implementation of policies and procedures that lead to considerable improvement in productivity, customer service, and profit margins. These recommendations range from effective strategies to implement identified “Best Business Practices” applicable to the Department to assisting with making major institutional changes as they relate to restructuring the DoD for the challenges of the 21st Century.

Assigned as the Department of Defense’s liaison to the Commission and, as such, was responsible for coordinating those activities relevant to the Commission which involve the DoD. Responsibilities also included ensuring compliance with Federal and DoD regulations concerning advisory committees. Congress directed the formation of the “Commission on the National Defense Strategy for the United States” in the FY17 NDAA. The Commission is to provide an independent assessment of defense strategic needs and make recommendations for the nation's defense strategy. The 12-member Commission is charged with reviewing the current national defense strategy of the United States, including the assumptions, missions, force posture, force structure, and risks associated with the strategy. After completing its examination, the Commission will make recommendations to the President, Secretary of Defense, and the congressional defense committees. Ambassador Eric Edelman and Admiral Gary Roughead (USN, Ret.) were the co-chairs for the Commission.

Retained through five separate contracts, with majority of tenure dedicated to planning, policy analysis, and training. Took on new program initiatives, making significant and quantifiable contributions in each assignment. Representative projects and contributions include:- Provided extensive organizational and management analysis to the realignment within the Department of Defense of the Joint Improvised Explosive Device Defeat Organization (JIEDDO) to preserve its essential capabilities.- Captured $1M cost savings by recommending elimination of 650+ mandated, but unneeded, reports throughout agency. - Assisted in the development and maintenance of charter directives for OSD, the Defense Agencies, and the DoD Field Activities, among others.- Co-led undertaking of comprehensive study of the structure of the Air Force to determine whether, and how, the structure should be modified to best fulfill current and anticipated mission requirements.- Co-developed, implemented, and delivered training programs across 28 specialty squadrons to instruct personnel on the operation of information systems, the application of mission-specific principles, and the development and dissemination of products to support DoD operations. Established by the National Defense Authorization Act for Fiscal Year 2013 (Public Law 112–239) the National Commission on the Structure of the Air Force undertook a comprehensive study of the structure of the Air Force to determine whether, and how, the structure should be modified to best fulfill mission requirements for the Air Force in a manner consistent with available resources. In considering the structure of the Air Force, the Commission gave particular consideration to evaluating a structure that met current and anticipated requirements of the combatant commands; recommended an appropriate balance between the regular and reserve components of the Air Force, taking advantage of the unique strengths and capabilities of each; recommended measures ensuring the regular and reserve components of the Air Force have the capacity needed to support current and anticipated homeland defense and disaster assistance missions in the United States; recommended sufficient levels of regular members of the Air Force to provide a base of trained personnel from which the personnel of the reserve components of the Air Force could be recruited; recommended a peacetime rotation force to support operational tempo goals of 1:2 for regular members of the Air Forces and 1:5 for members of the reserve components of the Air Force; and recommended ways to maximize and appropriately balance affordability, efficiency, effectiveness, capability, and readiness.

Worldwide

Promoted in rank and responsibility throughout career with U.S. Marine Corps. In most recent assignment, served as Senior Meteorological Officer to provide weather support to senior level staff personnel during deployments and supported intelligence preparation of the battlefield efforts. Worked closely with meteorologists from Japan, Korea, and Thailand during global military operations.
